AR-DEN HILLS CITY COUNCIL—May 24, 2010 6 <br /> 7.A. Resolution 2010-029 Supporting the Inclusion of a Pedestrian Friendly Infrastructure as <br /> Part of the Interstate 694/Trunk Highway 51 Improvement Project (continued) <br /> Civil Engineer Giga stated it is potential that there could be some shared costs. Mn/DOT may be <br /> willing to construct a bridge that is wide enough to accommodate a pedestrian crossing; however, <br /> then the local agencies would have to pay for the connections up to the crossing. <br /> Councilmember Holden asked if the City would need to pay for the pedestrian crossing if <br /> Mn/DOT chose not to include a pedestrian crossing as part of the reconstruction. <br /> Civil engineer Giga stated this was correct. <br /> Mayor Harpstead clarified the resolution before the Council would not obligate the City to <br /> absorb the costs of a pedestrian crossing. <br /> Councilmember Grant stated the resolution is simply asking Mn/DOT to do what is right in their <br /> design. The PTRC was unanimous that the Council take a stand and send this to Ramsey County <br /> and Mn/DOT. The City's position is in line with Ramsey County's. <br /> Mayor Harpstead agreed with Councilmember Grant and it was imperative to present this going -- <br /> into the design phase. He also stated during the last legislative session there was some legislation <br /> that had gone thru the House and Senate that was asking Mn/DOT to look at complete streets and <br /> this includes a component for pedestrian mobility. <br /> Councilmember Holden stated Mr. Straumann had suggested the word "friendly" in the <br /> resolution be replaced with "safe and efficient." She stated the City could not quantify the <br /> efficiency but did agree with changing friendly to safe throughout the resolution. <br /> Mayor Harpstead stated he would agree to this change. <br /> Councilmember Grant stated he would agree to this change. <br /> MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion <br /> to Adopt Resolution 2010-029 SupportinLy the Inclusion of a Safe Pedestrian <br /> Infrastructure as Part of the Interstate 694/Trunk Highway 51 Improvement <br /> Project. The motion carried unanimously (3-0). <br /> 8. UNFINISHED BUSINESS <br />
