AR-DEN HILLS CITY COUNCIL—May 24, 2010 6
7.A. Resolution 2010-029 Supporting the Inclusion of a Pedestrian Friendly Infrastructure as
Part of the Interstate 694/Trunk Highway 51 Improvement Project (continued)
Civil Engineer Giga stated it is potential that there could be some shared costs. Mn/DOT may be
willing to construct a bridge that is wide enough to accommodate a pedestrian crossing; however,
then the local agencies would have to pay for the connections up to the crossing.
Councilmember Holden asked if the City would need to pay for the pedestrian crossing if
Mn/DOT chose not to include a pedestrian crossing as part of the reconstruction.
Civil engineer Giga stated this was correct.
Mayor Harpstead clarified the resolution before the Council would not obligate the City to
absorb the costs of a pedestrian crossing.
Councilmember Grant stated the resolution is simply asking Mn/DOT to do what is right in their
design. The PTRC was unanimous that the Council take a stand and send this to Ramsey County
and Mn/DOT. The City's position is in line with Ramsey County's.
Mayor Harpstead agreed with Councilmember Grant and it was imperative to present this going --
into the design phase. He also stated during the last legislative session there was some legislation
that had gone thru the House and Senate that was asking Mn/DOT to look at complete streets and
this includes a component for pedestrian mobility.
Councilmember Holden stated Mr. Straumann had suggested the word "friendly" in the
resolution be replaced with "safe and efficient." She stated the City could not quantify the
efficiency but did agree with changing friendly to safe throughout the resolution.
Mayor Harpstead stated he would agree to this change.
Councilmember Grant stated he would agree to this change.
MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion
to Adopt Resolution 2010-029 SupportinLy the Inclusion of a Safe Pedestrian
Infrastructure as Part of the Interstate 694/Trunk Highway 51 Improvement
Project. The motion carried unanimously (3-0).
8. UNFINISHED BUSINESS
