TCAAP Zonin� Re�ulations <br />In summary, the proposed zoning regulations are designed to do the following: <br />• Create two new zoning districts for the TCAAP reuse area: Mixed Residential (MR) and <br />Mixed Business (MB); <br />• Define a process for creating a detailed master plan for the MR and MB zoning districts <br />through the Planned Unit Development (PUD) proces s; <br />• Implement design standards for the MR and MB Districts; <br />• Ensure that the necessary environmental remediation requirements are included in the <br />master plan; and, <br />• Update and add definitions to support the TCAAP zoning regulations. <br />The proposed zoning regulations affect six parts of the zoning code (the page numbers of where <br />each section is located in the attachment are included): <br />1305.04 — Definitions (pages 1-26): The definitions section is utilized by all sections of <br />the Zoning Code. Because the entire definitions section is included, the new or revised <br />definitions are underlined. At this point, the definitions do not have any discernable <br />impact the other zoning districts. However, some of the new definitions overlap with <br />existing definitions. Since this project focuses on TCAAP, the older deiinitions cannot <br />be removed yet. Once the TCAAP zoning project is complete, staff will review the <br />definitions section to recommend definition updates for the existing zoning districts so <br />that the existing definitions are brought up to date where needed. <br />1320.01 — Zonin�Ma� (pa�e 27): The zoning map will be updated to reflect the newly <br />created Mixed Residential (MR) and Mixed Business (MB) zoning districts. <br />1320.04 — Pur�ose of Districts (pages 28-29): All of the zoning districts have a purpose <br />that is listed in this section. When a city adopts a zoning regulation, the purpose is the <br />foundation and the rational basis for creating the district. While the statements are <br />somewhat general, they are intended to advance the community goals in the 2030 <br />Comprehensive Plan. <br />1320.05 — Land Use Chart (pa�es 30-31): The land use chart lists the permitted, <br />accessory, conditional, and conditional accessory uses for each zoning district in the City. <br />If a use is not on the chart of if a use has the "__" symbol, the use is considered <br />prohibited. Some of the uses, notably "office" and "retail", have very broad definitions <br />that allow for a wide variety of uses. Section 1320.135 Subd S.B provides further <br />clarification for the MR and MB districts for certain types of uses that may fit under the <br />"retail" or "office" definitions but are not appropriate for the TCAAP reuse area. <br />1320.06 — District Requirements Chart (�a�e 31): For the other zoning districts, the <br />district requirements chart defines such items as minimum lot size and setbacks.
