specific master plan is not yet completed for TCAAP, it is difficult to determine exactly <br />what would be an appropriate lot size or setback. These requirements will be defined <br />during the master planning process outlined in Section 1320.135. The known <br />requirements, including height and overall density, are included. The density limitations <br />and park/open space requirements ensure that there will be adequate landscaped area. <br />1320.135 — S�ecial Rec�uirements for the Mixed Residential and Mixed Business Districts <br />�pa�e 34-50): This section is the workhorse of the new MR and MB districts. This <br />section includes the Planned Unit Development (PUD) process and the components that <br />will be used to create a detailed TCAAP master plan. <br />Subd. 1— General Procedure (pages 32-33). This section is a summary of the <br />overall planning and review procedure for the PUD. <br />Subd. 2— PUD Concept Plan Review (page 33). Applicants will be required to <br />meet with the City and discuss a non-binding concept before an official PUD <br />Master Plan application can be submitted. The concept review process includes <br />the Planning Commission and City Council and is intended to help facilitate <br />discussions between a developer and the City. <br />Subd 3— Public Engagement Plan (pages 33-34). Due to the potential impact on <br />the community, public input and participation is important for creating the master <br />plan. This section requires the applicant to implement a public engagement plan <br />to help create and review a PUD Master Plan. <br />Subd 4— PUD Master Plan (pages 34-35). This subdivision describes the process <br />and information requirements for submitting an application to create the TCAAP <br />master plan. Part C is particularly important because it defines when a PUD <br />Master Plan application is deemed complete. Once an application is complete, the <br />City is subject to the statutory 120 day review process. In order to consider the <br />application complete, the applicant would need to complete the components in <br />subdivisions five through 15. Most of the Master Plan review will actually occur <br />before the application can be considered complete, which will help ensure that the <br />Master Plan is providing the necessary information and meeting City <br />requirements. <br />Subd 5 to 15 (pages 35-46) — These eleven components list the information and <br />performance requirements that will be used to design the PUD Master Plan. The <br />PUD Master Plan will be a detailed plan for the entire TCAAP reuse area. The <br />City can allow adjustments through the PUD process; however, these components <br />set the direction for the City and a developer.
