All new buildings over fifteen thousand (15,000) square feet in <br />gross floor area shall incorporate at least two of the features in the <br />following section. All buildin�s with 15,000 or fewer square feet, <br />includin� residential units, are recommended to meet these buildin� <br />requirements . <br />Option 3: Park Dedicatzon Requirement Amendment <br />When the park dedication section was being written, the City preliminarily agreed to limit the <br />park dedication requirement to 10 percent provided that Ramsey County received their requested <br />land for park and open space. Assuming the transfers to Ramsey County take place, there would <br />be 430 acres available for sale at the public auction. If, however, Ramsey County did not receive <br />the land, the City reserved the right to increase the park dedication requirement to compensate <br />for the loss. At the June 21 City Council worksession, there was a suggestion to modify the <br />language to provide some flexibility should Ramsey County not receive their land request. <br />Additionally, it was noted that the proposed language in Subd 7.A included the words "at least <br />10 percent", which is not consistent with the City's support of the Ramsey County land transfer <br />request. Staff is recommending that the following language replace the proposed regulations: <br />Subd. 7. Park, Recreation, Pathways, and Open Space Component. <br />A. Park, Recreation, Pathway, and Open Space Needs. In order to meet the needs of the <br />development and population on TCAAP, the applicant shall dedicate developable land to <br />create an integrated, park, recreation, pathway and open space system that is open to the <br />general public. Private landscaping; private pathways; and rights-of-way, including <br />landscaped medians and boulevards shall not count toward the park, recreation, pathway, <br />and open space requirement. The park dedication requirement shall be based on the total <br />acreage of former TCAAP property made available for sale by the General Service <br />Administration, on behalf of the United Siates Army. This total area may exceed the <br />combined area of the Mixed Business and Mixed Residential Zoning Districts.
