ARDEN HILLS CITY COUNCIL TCAAP WORK SESSION—MAY 24,2010 2 <br /> 2.A TCAAP Zoning Project <br /> Community Development Director Lehnhoff indicated additional changes could be made after <br /> the public hearing, but significant changes should be made at this time. He stated the <br /> development would encourage parking ramps or parking structures while also limiting the size of <br /> fueling stations as requested. A definition would be added for pawn shop and assisted <br /> living/nursing home facility. <br /> Councilmember Holden expressed concern about places of worship with an accessory building. <br /> Community Development Director Lehnhoff felt this issue could be further clarified within the <br /> code. <br /> Councilmember Grant asked if a large scale development of regional significance was addressed <br /> within the zoning regulations. <br /> City Planner Beekman indicated the top paragraph of Page 7 referred to a development with <br /> regional significance. <br /> Community Development Director Lehnhoff indicated language was written into the document <br /> stating the overall purpose for the property was to encourage a development with regional <br /> significance. <br /> Councilmember Grant stated he felt this language was not strong enough. <br /> Mayor Harpstead questioned if a "such as a Major League sports facility" statement could be <br /> added in this area. <br /> Councilmember Holden indicated this could lead to other sports venues that were not welcome <br /> on the site. <br /> Community Development Director Lehnhoff stated staff could add a statement under the <br /> prohibited uses expanding which uses would not be allowed on the site, notably a racetrack. The <br /> Council was in favor with this suggestion. <br /> Community Development Director Lehnhoff asked how the Council wanted to proceed with <br /> non-profit uses on the TCAAP site. After speaking with the consultant, this would be something <br /> the Council could prohibit but the consultant stated that other institutional uses would also need to <br /> be prohibited, including educational uses. <br /> Councilmember Holden was not interested in having any additional institutional uses, including <br /> nursing homes on the TCAAP site. The City funded a great deal of public services to support <br /> p pp <br /> these uses and if these uses could not be eliminated completely, than the size should be limited. <br /> Community Development Director Lehnhoff stated the Council could limit the size. <br />
