ARDEN HILLS CITY COUNCIL TCAAP WORK SESSION—MAY 24. 2010 3 <br /> 2.A TCAAP Zoning Project <br /> Mayor Harpstead stated that the City may need to consider these services as the population was <br /> aging. He suggested that user fees be further explored to assist with public services. Mayor <br /> Harpstead requested staff draft language within the code to limit the size of nursing homes on the <br /> TCAAP site. <br /> Mayor Harpstead questioned what comments were received from the Planning Commission. <br /> City Planner Beekman reviewed the Planning Commission comments noting they have <br /> suggested changes to environmental ire ulations and land uses. The majority of their comments <br /> gg g g J y <br /> have been in alignment with the Council's comments. <br /> Councilmember Holden asked if the code would allow for antennas, dishes or towers. <br /> Community Development Director Lehnhoff explained these would only be allowed if an <br /> accessory use and do require a conditional use permit. <br /> Councilmember Holden questioned if earth shelters would be allowed. <br /> City Planner Beekman stated this was an outdated portion of the code and she recommended it <br /> be removed from the land use chart. The Council was in favor with this suggestion. <br /> Councilmember Holden asked how the Council would like to proceed with houses of worship. <br /> She indicated she would be in favor of removing the use from the TCAAP site. <br /> Councilmember Grant stated he was in favor of allowing a house of worship but that if this door <br /> was open it would allow for everything else. <br /> Community Development Director Lehnhoff stated the developer was going to be interested in <br /> TIF and houses of worship would have no increment. He imagined the developer would not be <br /> interested in selling off a large portion of property to a tax exempt user, but that is only a guess at <br /> this time. <br /> Mayor Harpstead stated it would not be in the City's best interests to prohibit houses of worship. <br /> Community Development Director Lehnhoff indicated the City would not be prohibiting house <br /> of worship but instead would be stating this zone was not appropriate for that use. He stated the <br /> consultant also recommended prohibiting general and higher education as well. Staff would be <br /> speaking further with the attorney to better understand this issue. The Council was in favor of <br /> removing the house of worship but leaving in the education language at this time. <br /> Mayor Harpstead explained he fully expected the developer to request amendments to the code <br /> while the development took place to create blending, especially in this area. <br />
