ARDEN HILLS CITY COUNCIL TCAAP WORK SESSION—MAY 24,2010 4 <br /> 2.A TCAAP Zoning Project <br /> Councilmember Grant suggested a nursery be an accessory use to retail. <br /> City Planner Beekman indicated garden centers were permitted as part of retail. She suggested <br /> the nursery be a conditional use. <br /> City Planner Beekman stated that the Planning Commission felt 10,000 square feet was too low <br /> for minimum building size required to implement the environmental sustainability component and <br /> had recommended 25,000 square feet be used instead. <br /> Mayor Harpstead suggested the square footage be changed to 15,000 square feet. <br /> Community Development Director Lehnhoff agreed with this recommendation. <br /> Mayor Harpstead questioned Subdivision 14, the construction staging component. He asked if <br /> there would be consequences relative to the staging. <br /> City Planner Beekman stated the development agreement would lay out a timetable and the PUD <br /> approval would lapse if milestones were not met. <br /> Councilmember Grant asked if gambling was addressed within the zoning code. <br /> Community Development Director Lehnhoff explained casinos were not a permitted use and <br /> did not fit under a retail use. The City Code further regulates gambling. <br /> B. Discuss GSA Conference Call <br /> Councilmember Holden stated the Cityhad a conference call with Kevin Lea on May 20tn. <br /> g ry y <br /> The City questioned the lease/licensing issue again as this was federal property. Little information <br /> was gained through the conversation. She indicated the GSA will need to further think this issue <br /> through. <br /> Councilmember Holden explained she spoke with Mike Comadeca after the GSA conference <br /> call and the City can take the IFB when it comes or take the initiative to protect the City against <br /> the lease/licensing. She recommended Mike speak with Carmen, the GSA and the Army to <br /> discuss this issue further. <br /> Mayor Harpstead stated he would like to see the City be able to leverage the site with TIF and if <br /> the lease prohibits this, it would be a problem for the City. He suggested staff proceed as <br /> recommended by Councilmember Holden. <br /> Mayor Harpstead felt it would be appropriate for Mike Comadeca to bring back a <br /> recommendation to Council for action on this issue. This recommendation could be in the form of <br /> a resolution stating the property should not be tied up in a lease/license in federal land. <br />
