The Board discussed the feasibility report and expressed concerns about the cost of the build out <br /> at the New Brighton location. The Board also expressed concerns over the timing of the <br /> Presbyterian Homes project and that it had not yet been reviewed or approved by the City of - <br /> Arden Hills. Ms. Nemitz stated that she would provide more detailed information about the <br /> Presbyterian Homes option at the next meeting and that she would hope for clear direction from <br /> the Board on which option they preferred at their September 15 meeting. She felt that the timing <br /> of the Presbyterian Homes option was not an insurmountable issue. -- <br /> In order to make the most informed decision the Board requested information on each of the two <br /> possible library sites for the August meeting. These items included: operating cost estimates, the <br /> service area map that is part of their Master Plan, public transportation options to the two <br /> possible sites, and a site plan and detailed explanation of the Presbyterian Homes option. <br /> Presbyterian Homes Update <br /> Staff met with representatives of Presbyterian Homes on July 22. Presbyterian Homes continues <br /> to work on their redevelopment plan for their site. They remain interested in the possibility of <br /> the library being located on their site and have included it in all iterations of their site plan since <br /> our initial meeting. They anticipate having a formal application for redevelopment before the <br /> City in time for the October 6 Planning Commission meeting. They also anticipated meeting <br /> with neighbors of their campus, and the City Council at a work session prior to a formal <br /> application submittal. <br /> At our meeting, Staff requested that Presbyterian Homes move up their timeline in order to get a <br /> concept plan for the library portion of their proposal before the City Council at the August 9 <br /> meeting. This would provide the Council an opportunity to see the library concept, react to it, <br /> and discuss conceptual financing possibilities prior to the next Library Board meeting. <br /> Presbyterian Homes agreed to meet this deadline; however, did express concerns that their site <br /> plan had not yet been finalized and that they would not have an opportunity to meet with <br /> residents prior to the work session with the Council, which had been their original intent. Staff <br /> feels having a concept plan for the Library Board meeting in August is critical to keeping the <br /> project as a viable option, and that the Library Boards timeline warranted a truncated process on <br /> the part of Presbyterian Homes. <br /> Next Steps <br /> Presbyterian Homes has agreed to have a concept plan of their site redevelopment, which <br /> includes the library, submitted to the City in time to present on August 9 to the City Council. <br /> They intend to meet with neighbors of their campus and the Lake Johanna Improvement Society <br /> within a short time following that meeting. <br /> City of Arden Hills <br /> City Council Meeting for July 26, 2010 <br /> 11Metro-inetlardenhillslAdminlCouncilWgendas&Packet Information 120M 7-26-10 WorksessionW-26-10-Arden Hills Library Update.doc <br /> Page 2 of 3 <br />
