Resolution 2010-033 — Declaring Cost to be Assessed and Ordering <br /> Preparation of Proposed Assessment Roll for the 2010 PMP <br /> Civil Engineer Kristine Giga reviewed the next steps in the 2010 Pavement Management <br /> Program with the Council. She explained the 2010 project was awarded on May 10, 2010. A <br /> portion of the project will be assessed and the City must now declare costs to be assessed and <br /> order the assessment roll. The total amount that will be assessed is $306,528.86 with the City <br /> paying the balance of$675,915. <br /> Civil Engineer Giga explained two lots within the proposed project were large enough to be <br /> subdivided, 1645 Valentine Avenue and 4093 Valentine Crest Road. Both property owners have <br /> indicated they have no interest in subdividing and that a double assessment would be a financial <br /> hardship. Staff is seeking direction from Council on the preparation of the assessment roll for <br /> these properties. <br /> Civil Engineer Giga reviewed the assessment options provided by the City Attorney. The <br /> estimated assessment rates are to be W,268 based on 31 units in the reconstruction area. The mill <br /> and overlay assessment rate would be $1,476 for 34 units. The proposed assessment schedule was <br /> laid out with the assessment hearing held on August 9, 2010. Staff recommended approval of <br /> Resolution 2010-033, Declaring cost to be assessed and ordering preparation of the proposed <br /> assessment roll for the 2010 Pavement Management Program. <br />
