ARDEN HILLS CITY COUNCIL—JUNE 141,2010 8 <br /> 7D. Planning Case 10-007— Variance at 1146 Waldon Place (continued) <br /> MOTION: Mayor Harpstead moved and Councilmember McClung seconded a motion to <br /> Approve Planning Case 10-007 a Variance at 1146 Waldon Place, based on <br /> the Findings of Fact and the submitted plans, as amended by the five <br /> conditions in the June 14,2010 report to City Council. <br /> Mayor Harpstead stated the addition was a rationale and reasonable request as the home was on <br /> a cul-de-sac. The neighbors were in favor of the addition as well and he would support the <br /> variance request. <br /> Councilmember Holden stated she was not in favor of the request as eight feet into the setback <br /> for a better working entryway did not appear rational to her. She did not feel the request met the <br /> spirit of the variance criteria as there was no hardship. <br /> Councilmember Grant wished the Planning Commission had been more specific with their <br /> findings. He explained he struggled with this request as he did not want all homes on cul-de-sacs <br /> to become special or to immediately have hardships. <br /> Mayor Harpstead explained if the City had originally established setbacks during the platting of <br /> the designed neighborhood this request would not be before the Council. He did not feel the <br /> addition would change the spirit of the neighborhood as the houses were at a variety of distances <br /> to the street. This was not an extravagant request and there was no opposition at this time. <br /> Councilmember McClung stated he understood the comments of the other Council members. <br /> However, given the character of the neighborhood, this request would fit and improve the curb <br /> appeal of the home. <br /> Councilmember Holden did not see how this variance request differed from those that were <br /> denied in the past. She was not in favor of the property encroaching eight feet into the setback. <br /> Councilmember McClung clarified that one variance approval would not set a precedence within <br /> the City. <br /> Councilmember Grant stated he would support the variance based on the location of the <br /> property given the character and variety of setbacks within the neighborhood. <br /> The motion carried (3-1) (Holden opposed). <br /> MOTION: Mayor Harpstead moved and Councilmember Grant seconded a motion to <br /> discuss Items 8A and 8B at this time. <br /> Councilmember Holden requested the agenda continue as written. <br /> The motion failed (2-2)(Holden and McClung opposed). <br />
