ARDEN HILLS CITY COUNCIL—JUNE 14, 2010 9 <br /> E. Public Works Superintendent Appointment <br /> City Administrator Patrick Klaers stated the Personnel Committee is requesting the Council <br /> consider appointing Joe Mooney to the Public Works Superintendant position starting at Step 6. <br /> Joe has been working as the Acting Public Works Foreman and has the skills to complete the job <br /> as a superintendent. The Personnel Committee would like to fill this position prior to hiring a <br /> Public Works Director. <br /> Mayor Harpstead indicated the Personnel Committee reviewed the recommendations of staff <br /> and the activities of the public works department before making this recommendation. He <br /> explained that Joe Mooney has 24 years of experience with the City and will provide great <br /> leadership for the City. <br /> Councilmember Holden added that Mr. Mooney understands the needs of the community and <br /> will fit well into this position. <br /> MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion <br /> to Appoint Joe Mooney to the position of Public Works Superintendent at a <br /> starting salary of$63,018 which is Grade 8, Step 6 of the City's compensation <br /> system. <br /> Councilmember McClung felt Joe Mooney did a fine job working for the City but would have <br /> liked for the Council to have further discussion on this issue before being brought forward for <br /> Council approval. He stated his opposition did not reflect on Mr. Mooney's work history with the <br /> City in any way. <br /> Councilmember Grant agreed with Councilmember McClung's comments. The City did change <br /> direction with this hire, given the recent resignation of the Public Works Director. He preferred <br /> the City hire from the top down, but he would support the appointment this evening. <br /> Mayor Harpstead agreed the direction did change, which was out of the Council's control. He <br /> stated the new City Administrator proposed the recommendation for the Personnel Committee to <br /> consider and he was ready to move forward with the appointment. <br /> F. Advertise for Public Works Maintenance Worker <br /> City Administrator Klaers stated that at the March 15, 2010 worksession meeting the Council <br /> discussed the Public Works maintenance staffing and workload. Part of that discussion focused <br /> on the eighth maintenance position which was then referred to the Personnel Committee for <br /> further review. The Personnel Committee is recommending the Public Works staffing include a <br /> Public Works Superintendent and an eighth worker. <br />
