ARDEN HILLS CITY COUNCIL WORK SESSION—JUNE 215 2010 8
2.C 2011-201 S Capital Improvement Plan (CIP) (continued)
Park and Recreation Manager Olson indicated that she and Superintendent Mooney have been
looking at purchase/lease options for a new skidster. One option that is popular with other cities
is one whereby you purchase the initial skidster which then is replaced every year with a new
model for an additional cost of$2,500. This includes a warranty so there would be no expense for
repairs.
Public Works Superintendent Mooney stated they did a financial analysis and with the cost the
unit would replace itself within 17 years. Ms. Olson indicated it did not make an impact
financially one way or another but with this option you would be getting a new model every year
and you would not have any down time.
Mayor Harpstead questioned how much down time they were having.
Public Works Superintendent Mooney indicated they had small amounts of down time every
once in a while but not for one long extended period.
Councilmember Holmes stated she felt the lease option a good idea since they would ultimately
end up with a new model even after 17 years.
Park and Recreation Manager Olson indicated the advantage of the wheels on the current
skidster is that it can push snow where the tractor cannot. She indicated the cost for the new
skidster would be $50,000 and this includes an adapter setup for tracks. This would also save
money since they would not have to rent a track machine for surface water drainage.
Councilmember Holmes asked if this was to be voted on at the meeting.
Mayor Harpstead pointed out the discussion was merely on whether to leave this in the budget
for next year or not.
Mayor Harpstead indicated he was under the understanding the fetter and vactor machine were
not used at the same time and did not see any benefit of having them combined on the same
chassis.
Public Works Superintendent Mooney stated the fetter/vac combo machine required less
manpower.
Mayor Harpstead questioned if jetting was not done from one end and backing from the other.
Public Works Superintendent Mooney informed that they actually both go in the same hole so
it makes everything tight with having two pieces around a 27-inch hole. He informed on occasion
they would run the fetter in one place and the vactor in another.
