The Arden Hills CityCouncil met for a work session on May 17th 2010 and one of their topics <br /> Y p <br /> involved the Fire Department. Arden Hills City Administrator Pat Klaers provided me with a list <br /> of questions and bullet points from the City Council and asked me to provide information as well <br /> as a response to their questions. Below the questions or bullet points from the city are in black <br /> ink and the Fire Department response is in blue ink. <br /> Noes from the May 17 Council Work Sessions Paze 1 of 2 <br /> Agenda topic: LJFD Budget Contract Discussion <br /> The agenda packet included the <br /> ■ 1998 JPA <br /> ■ Finance info <br /> o Allocation(28.1%) split <br /> o 2010 operating budget <br /> o capital budgets: summary, equipment& station <br /> o duty crew total &budget impact;,& staff plan memo <br /> The Council discussed "how the board works" <br /> ■ JPA Fire Protection Board no longer meets <br /> The JPA Fire Board is strictly an Advisory Board; all the actual decisions are made by <br /> the Fire Department:Board of:Directors at bi-monthly meetings. <br /> Many years ago the Fire Board members and Board of Director members decided it made <br /> sense to consolidate the meetings by inviting the City Managers or representative to <br /> attend the Board of Directors meetings. <br /> ■ The LED Board of Directions oversees the fire dept. <br /> That is correct <br /> ■ How and why did the "change in Boards"take place? <br /> The Board members felt that the discussions were basically the same at the Fire Board. <br /> (Joint Powers Board) and the Board of Directors meetings. The Fire Board was created <br /> more than 20 years ago as a means for the Cities to have an advisory capacity with the <br /> Fire Department. This was very ben.elici.al. to all parties when the,department was .run by <br /> strictly Fire Department Board members. <br /> In 2002 when the first full.time fire chief was hired,the Board of Directors made up of <br /> strictly firefighters was disbanded and the new Board of Directors made up of City <br /> representatives as well as 3 firefighters took over. This Board.is responsible .for <br /> overseeing the Fire Chief and.Fire Department. <br /> The council wants a copy of the LJFD By-laws <br /> A copy of the By-Laws has been given to the current City Administrator ator recently. <br /> Previous City Administrators also were given copies. <br /> The Council discussed financial and performance issues <br />
