The Council wants a copy of the fire department policies on: <br /> Policy#3 3 0- Operating Budget Fund Balance & Capital Reserve Fund <br /> ■ How the department handles surpluses in the operating budget <br /> It has been past practice that any year end surpluses in the operating budget those dollars <br /> would be deposited into the Fire Departments General. Fund account. The General Fund <br /> is actually an Operating Reserve fund and a Capital Reserve Fund which is both used to <br /> cover unanticipated operating expenses as well as making Capital purchases. It is also <br /> past practice that any year end short falls would be paid for by using the Fire:Department <br /> General Fund instead of invoicing the cities. <br /> ■ How the department handles the disposal of capital assets (i.e. buildings and grounds <br /> when sold) <br /> For capital assets that are sold, that money is deposited in the :Department General fund <br /> with the intent to be used for future capital purchases. <br /> ■ What the department does with the money when equipment is sold <br /> Funds are deposited.in-the General Fund. This money has been.used to buy down future <br /> capital items to reduce the cost to the cities. It has also been used to reduce the Operating <br /> budget for certain Board Approved items such as adding new fulltime positions. <br /> ■ What the department defines as a capital item <br /> o $5,000 or$10,000 purchase? <br /> The Board of Directors makes that decision. Typically for items over $5000 <br /> ■ What"standards"the department uses to rate themselves and their performance. <br /> o What are the minimum certifications or requirements for the firefighters <br /> All Firefighters hired since 2005 are required to be State Certified Firefighter II, State <br /> Certified.Hazmat Operations, Certified Emergency Medical Technician basic (EMT-B). <br /> 85% of our Firefighters meet that standard.; the remaining 1.5% are certified as Firefighter <br /> I and Certified as First Responders. <br /> Each.firefi.gh.ter is required to attend 25% of their fire calls quarterly. <br /> Each firefighter is required to attend a minimum of 12 fire drills and d EMS drills <br /> annually. <br /> All Officers .i-n.ust attend four additional. drills per. year. <br /> There are specific training requirements for each officer position. <br /> If there are no written policies, should some be created to cover these issues? <br /> The Department has had Policies and Guidelines since 1944 that clearly define the <br /> :Departments expectations and requirements. <br /> Finances <br /> ■ Why was Station 1 allowed to "go downhill"with the delay of major maintenance and <br /> repair work? (Is this a true statement?) <br /> This is a completely false statement. <br /> Station 1. has remained.in good repair and at no time has the building not been maintained <br /> or repaired as necessary. We have consciously chosen not to do Capital improvements <br />
