The <br /> PUD process allows the City to negotiate certain aspects of the development; however, any <br /> conditions imposed on the PUD must have a rational basis related to the impacts of the <br /> development. While each PUD process is unique, it is a common process used by many <br /> cities. The PUD process cannot be used to permit uses that would not otherwise be permitted <br /> in the underlying zone. <br /> If a property is subdivided into multiple properties during the PUD process, it is still often <br /> viewed as one continuous development. The development as a whole would be expected to <br /> meet the parking, landscaping, stormwater, and other similar requirements. In order to <br /> maintain shared amenities the development is required to enter into agreements between <br /> property owners to manage and maintain the shared amenities. <br /> The Planned Unit Development (PUD) process is typically at least a two step process. The <br /> first step is the Master PUD, which is a detailed concept plan for the entire development <br /> proposal, often outlining individual phases for development over a specified period of time. <br /> The second step is the Final PUD for each phase, which is a more detailed review as each <br /> development phase moves forward. Because the use of Lot 2 has yet to be decided and <br /> remains conceptual on the submitted plans, Lot 2 will be required to get a separate approved <br /> Master and Final PUD prior to its development. <br /> 3.
