The first preference for the City, after City water tower sites, is <br /> existing towers or structures located within any Industrial, Civic-Center, or Business <br /> District zoned property. <br /> The applicant has submitted a letter addressing the location criteria in reference to the <br /> Red Fox Road City water tower site, indicating that this is not a feasible location. In <br /> addition, the City contracted with OWL Engineering to provide an independent coverage <br /> analysis of the proposed plans compared with the City water tower sites (Attachment Q. <br /> According to the August 19, 2010, report the OWL Engineer states that the proposed <br /> communications site eliminates a gap in in-building coverage and the use of the existing <br /> City water tower would not eliminate the gap in coverage for the AT&T system in the <br /> Bethel University area. Therefore, AT&T has proposed locating their antennas on an <br /> existing structure within the Bethel University campus, in accordance with the - <br /> requirements of the City Code. <br /> According to the Zoning Code, antennas and towers shall be located on sites or buildings <br /> in areas that are least obtrusive to nearby properties and public streets. The proposed <br /> antennas would be located approximately 1,185 feet from the nearest property line on the <br /> roof of the Brushaber Commons building. The roof of the building is not visible outside <br /> the Bethel University campus. <br /> All other location requirements of Section 1325.09 are met by the proposed plans. <br /> C. Screening(Section 1325.09 Subd. 7) —Meets Requirements <br /> The Zoning Code requires antennas to be painted to match the color of the structure to <br /> which they are attached. The antennas themselves will not be visible, as they are located <br /> inside of an antenna assembly canister; however, the canister will be painted to blend in <br /> with the equipment that it is attached to. <br /> 2. B-1 Zone Regulations—Meets Requirements <br /> Cellular towers and antennas are permitted as a conditional accessory use in the B-1 Zoning <br /> District. <br /> 3. Conditional Use Permit—Section 1355.04 Subd 3—Meets Requirements <br /> Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br /> Conditional Use Permit. The Planning Commission and City Council shall consider the <br /> effect of the proposed use upon the health, safety, convenience and general welfare of the <br /> owners and occupants of the surrounding land, in particular, and the community as a whole, <br /> in general, including but not limited to the following factors: <br /> 1.
