The first preference for the City, after City water tower sites, is existing towers or structures located within any Industrial, Civic-Center, or Business District zoned property. The applicant has submitted a letter addressing the location criteria in reference to the Red Fox Road City water tower site, indicating that this is not a feasible location. In addition, the City contracted with OWL Engineering to provide an independent coverage analysis of the proposed plans compared with the City water tower sites (Attachment Q. According to the August 19, 2010, report the OWL Engineer states that the proposed communications site eliminates a gap in in-building coverage and the use of the existing City water tower would not eliminate the gap in coverage for the AT&T system in the Bethel University area. Therefore, AT&T has proposed locating their antennas on an existing structure within the Bethel University campus, in accordance with the - requirements of the City Code.
