The proposed facility will allow AT&T Mobility to provide_quality in-building <br /> wireless voice and data service to Bethel University and this portion of Arden <br /> Hills. AT&T has received numerous complaints from Bethel University students <br /> about unacceptable in-building coverage and AT&T has measured signal strength <br /> within the university confirming the problem. A university campus is unique in <br /> that there are numerous large brick buildings that house students and faculty for <br /> the primary purpose of education. Most students use a variety of wireless devices <br /> daily for educational research and communicating. The proposed AT&T facility <br /> will ensure that the campus is covered with sufficient system capacity and signal <br /> strength to provide coverage within the majority of the campus buildings. It is <br /> important to note that in order to ensure adequate signal strength and capacity <br /> within a university campus, a wireless facility needs to be located within the <br /> campus, if at all possible. This is due to the high concentration of users in a <br /> relatively small geographic area and the number of buildings, (most of which are <br /> of brick construction) which tends to attenuate the wireless signal. The improved <br /> AT&T coverage will also enhance public safety for Bethel University students, <br /> faculty and emergency service responders. <br /> Chapter 13 of the Arden Hills Code requires that wireless facilities be located on <br /> municipal water tower structures unless the applicant shows, to the reasonable <br /> satisfaction of the City, that none of the water tower sites can be feasibly used <br /> from an engineering standpoint. <br /> The closest water tower site to Bethel University is located approximately %a mile <br /> east of the center of the Bethel Campus at 1260 Fox Road. Even though this water <br /> tower is fairly close to the campus, it is located on high ground(945ft AMSL) as <br /> compared to the lower average ground elevation of the buildings located within <br /> the Bethel University campus (900ft AMSL). This elevation change, along with <br /> the existing trees and buildings located between the water tower and the central <br /> part of the campus attenuate the signal to the point that an AT&T facility.located <br /> on the Fox Road water tower cannot provide sufficient and reliable in-building <br /> coverage to the majority of the Bethel University campus. In particular, the <br /> numerous buildings located in northwest portion of the campus and on the west <br /> side of the campus would not have sufficient and reliable in-building coverage for <br /> voice and data wireless devices. AT&T is currently a tenant on the Arden Hills <br /> Water Tower located 1 mile to the North of I-694. This existing AT&T facility <br /> does not provide reliable in building coverage on campus. Additionally, it is our <br /> understanding that City Staff will be having Owl Engineering review this <br /> application and AT&T's network in this portion of Arden Hills. A copy of this <br />
