ARDEN HILLS CITY COUNCIL—July 26, 2010 2 <br /> 2.A. TCAAP Reuse and Public Sale Update (continued) <br /> in the next few weeks. Once the Army approves the document, it will be released to the public. <br /> The final IFB will include the full auction timeline, a minimum bid, and the Army's remediation <br /> requirements. Mr. Legare indicated that the GSA is reviewing the letter the City sent in July that <br /> outlines the concerns related to the draft terms of sale. In order to provide more time for <br /> developers interested in bidding on the property, Mr. Legare stated that the auction is not expected <br /> to be held until at least 60 days after the IFB is released. Based on that timeline, the auction <br /> would not occur until the end of September at the earliest. Greg Mack is continuing to work with <br /> the GSA to obtain an access agreement to the TCAAP site for further environmental investigation. <br /> Mr. Legare stated that the agreement has been drafted and is being reviewed by legal counsel. <br /> Once the County has access, they can enroll in the Minnesota Pollution Control Agency's <br /> Voluntary Investigation and Cleanup (VIC) program. According to Mr. Legare, the land transfer <br /> would not take place until after any required remediation is completed. The remediation and land <br /> transfer does not yet have a specific timeline, but will not occur before the current auction process <br /> is completed. <br /> Mayor Harpstead asked if Mr. Legare or the Army had any reactions to the zoning regulations <br /> that were recently adopted for the TCAAP property. <br /> Community Development Director Lehnhoff stated Mr. Legare has the regulations and the <br /> City's request to have them referenced in the IFB but they have not responded to them. <br /> PUBLIC <br /> Mayor Harpstead opened the Public Inquiries/Informational at 7:04 p.m. <br /> Mayor Harpstead closed the Public Inquiries/Informational at 7:05 p.m. <br /> 3.
