El� HILLS <br />MEMORANDUM <br />DATE: September 13, 2010 <br />TO: Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />FROM: Matt Woodruff, Civil Engineer <br />SUBJECT: Lexington Avenue Sidewalk Projects - Award Bid <br />Back�round <br />On July 26, 2010, the City Council authorized a consultant contract with MFR.A, Inc. to <br />complete engineering and construction services for the sidewalk and trail improvements <br />along Lexington Avenue. The proj ect is composed of the following two separate <br />sidewalk/trail segments: <br />• Trail A: Existing bituminous trail rehabilitation from County Road F to Cummings <br />Park Drive <br />• Trail B: New concrete sidewalk from the CP Rail to Grey Fox Road <br />The plans and specifications were completed and the City solicited bids during August <br />and early September. Five bids were received and opened on September 9, 2010. Based <br />on the bids received, staff recommends awarding the proj ect. <br />Discussion <br />Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of the Lexington Avenue Sidewalk Project, the lowest <br />bidder is North Valley, Inc. of Elk River, Minnesota. <br />Financial Implications <br />Construction: <br />The City received five bids for the proj ect. As mentioned, the construction proj ect is <br />composed of two sidewalk segments and contractors separated their submitted bids into <br />Trai1 A and Trail B subtotals. The lowest total bid submitted by North Valley, <br />$90,011.62, is 13% lower than the engineer's construction estimate of $103,219.85.
