Tree Selection Meets Requirements <br />The selection and size of trees that will be provided on site meet the requirements of the <br />Code. <br />B. Design Standards Section 1325.05 Subd. 8 <br />Because the property has already been developed, and the building and parking lot are <br />proposed to remain largely unchanged, the majority of the design standards that apply to <br />the B -2 District are not applicable to this application. That being said, there are certain <br />aspects of the design standards that do apply to this particulate application. <br />Site Furnishings and Seating Areas <br />Arden Hall currently has a small patio area adjacent to the student lounge. <br />Parking <br />Parking is currently located to the rear of the building, which is in compliance with the <br />design standards for the B -2 District. The Code also requires concrete curb around the <br />periphery of all parking lots, access roads, and parking lot islands. A portion of the <br />existing parking lot already has concrete curb, though not all. The conversion of the <br />property from an interim to a permanent use will not impact the parking lot; therefore, <br />improvements to the parking lot would not be required at this time. When the parking lot <br />is eventually redone, curb and gutter, as well as parking lot islands and additional <br />landscaping would be required. <br />Lighting <br />Based on security concerns related to car break -ins, the Ramsey County Sheriff has <br />requested that additional lighting be provided in the rear parking lot. At this time a <br />lighting plan has not yet been submitted; however, Staff has added a condition of <br />approval of this application that a lighting plan be submitted that meets the requirements <br />of the Code. Additional lighting in the parking lot area would increase safety and security <br />of the property. <br />Pedestrian and Bicycle Circulation <br />The Zoning Code requires sidewalks with all PUD approvals in the B -2 District. The <br />applicant is proposing six foot concrete sidewalks with a six foot boulevard adjacent to <br />County Road E and Lexington Avenue the length of the property. <br />Bike racks are not shown on the plan, but are currently located on the property. The <br />presence of permanent bike racks has been added as a condition of approval. <br />C.
