EN H <br />Approved: September 27, 2010 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 30, 2010 <br />7:00 P.M. ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the regular <br />City Council meeting at 7:00 p.m. <br />Present: Mayor Stan Harpstead, Council Members Fran Holmes, Brenda Holden, <br />and David Grant. <br />Absent: Dave McClung (excused). <br />Also present: City Administrator Patrick Klaers; City Attorney Jerry Filla; Parks and <br />Recreation Manager Michelle Olson; Civil Engineer Kristine Giga; Public Works Director <br />Terry Maurer; and Recording Secretary, Tina Borg <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a motion to <br />Approve the Agenda as presented. The motion carried unanimously (4 -0). <br />2. PUBLIC INQUIRIES/INFORMATIONAL <br />A. TCAAP Reuse and Public Sale Update <br />City Administrator Patrick Klaers stated that Mr. Legare has indicated that the Invitation for <br />Bid (IFB) has been completed and the Army has submitted their comments back to the GSA <br />regarding the document. The GSA's legal council is now reviewing it. Once the document has <br />gone through internal review it will be ready to be released to the public. Mr. Legare has stated <br />that he would send the IFB to the City for comment prior to its release to the public. Mr. Legare <br />also indicated that the Terms of Sale within the IFB were being reviewed by the MPCA; however, <br />the City's contact at the MPCA has been out of the office and the City has not been able to <br />confirm this. The City received a response letter from Mr. Legare regarding the City's letter dated <br />July 7, 2010. Greg Mack is continuing to work with the GSA to obtain an access agreement to the <br />TCAAP site for further environmental investigation. The County has received a license <br />agreement from the GSA that will allow them to access the proposed transfer properties and <br />
