EN H Approved: September 27, 2010 CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING AUGUST 30, 2010 7:00 P.M. ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the regular City Council meeting at 7:00 p.m. Present: Mayor Stan Harpstead, Council Members Fran Holmes, Brenda Holden, and David Grant. Absent: Dave McClung (excused). Also present: City Administrator Patrick Klaers; City Attorney Jerry Filla; Parks and Recreation Manager Michelle Olson; Civil Engineer Kristine Giga; Public Works Director Terry Maurer; and Recording Secretary, Tina Borg PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Mayor Harpstead moved and Councilmember Holmes seconded a motion to Approve the Agenda as presented. The motion carried unanimously (4 -0). 2. PUBLIC INQUIRIES/INFORMATIONAL A. TCAAP Reuse and Public Sale Update City Administrator Patrick Klaers stated that Mr. Legare has indicated that the Invitation for Bid (IFB) has been completed and the Army has submitted their comments back to the GSA regarding the document. The GSA's legal council is now reviewing it. Once the document has gone through internal review it will be ready to be released to the public. Mr. Legare has stated that he would send the IFB to the City for comment prior to its release to the public. Mr. Legare also indicated that the Terms of Sale within the IFB were being reviewed by the MPCA; however, the City's contact at the MPCA has been out of the office and the City has not been able to confirm this. The City received a response letter from Mr. Legare regarding the City's letter dated July 7, 2010. Greg Mack is continuing to work with the GSA to obtain an access agreement to the TCAAP site for further environmental investigation. The County has received a license agreement from the GSA that will allow them to access the proposed transfer properties and
