ARDEN HILLS CITY COUNCIL August 30, 2010 8 7. C. Resolution 2010 -043: Set Proposed TIF District Public Hearing Date Presbyterian Homes Redevelopment (continued) Councilmember Holmes asked who determined the project would not impact traffic on County Road D. City Administrator Klaers stated he did not have legal definitions for "County Road Impacts" and how these are interpreted. There is no proposed increase in density with this project. If the project does impact traffic on a county road, the City has sufficient time to get this information to the County. This is something that Staff can look into and determine if a review by the County Board is necessary. Councilmember Holmes asked if the City could withdraw the public hearing if they choose to. City Administrator Klaers stated this was correct. The Council can choose to stop the process at any time. Councilmember Holden stated the wording on the resolution makes it appear that the Council will be approving the request at the October 25 meeting as well as having the public hearing. She stated she did not approve of this language. City Administrator Klaers stated after the public hearing the Council will be asked to consider adopting the resolution. After the public hearing the Council would also have the option to not adopt the resolution or to modify the resolution. Councilmember Grant stated this is a request for a renewal and renovation district. He asked if the Council could lower the term from 16 years to 10 years or if the Council could choose to make less of the area a TIF District. City Administrator Klaers stated this was correct. Councilmember Grant asked who would determine if all the conditions for the renewal and renovation district have been met. City Administrator Klaers stated LHB Consultants will be on site reviewing the project area for redevelopment qualifications. Councilmember Holden asked if the project was the plan that was presented to the Council previously. City Administrator Klaers stated the TIF application is on file and is public information but the material for the Planning Commission review has not been received yet. Councilmember Holmes stated she was under the impression that the library wanted a longer term than the 16 years provided. Councilmember Grant stated the term is for the TIF not the Presbyterian Homes relationship with the library.
