Resolution 2010 -043: Set Proposed TIF District Public Hearing Date Presbyterian <br />Homes Redevelopment (continued) <br />Councilmember Holmes asked who determined the project would not impact traffic on County <br />Road D. <br />City Administrator Klaers stated he did not have legal definitions for "County Road Impacts" <br />and how these are interpreted. There is no proposed increase in density with this project. If the <br />project does impact traffic on a county road, the City has sufficient time to get this information to <br />the County. This is something that Staff can look into and determine if a review by the County <br />Board is necessary. <br />Councilmember Holmes asked if the City could withdraw the public hearing if they choose to. <br />City Administrator Klaers stated this was correct. The Council can choose to stop the process <br />at any time. <br />Councilmember Holden stated the wording on the resolution makes it appear that the Council <br />will be approving the request at the October 25 meeting as well as having the public hearing. She <br />stated she did not approve of this language. <br />City Administrator Klaers stated after the public hearing the Council will be asked to consider <br />adopting the resolution. After the public hearing the Council would also have the option to not <br />adopt the resolution or to modify the resolution. <br />Councilmember Grant stated this is a request for a renewal and renovation district. He asked if <br />the Council could lower the term from 16 years to 10 years or if the Council could choose to make <br />less of the area a TIF District. <br />City Administrator Klaers stated this was correct. <br />Councilmember Grant asked who would determine if all the conditions for the renewal and <br />renovation district have been met. <br />City Administrator Klaers stated LHB Consultants will be on site reviewing the project area for <br />redevelopment qualifications. <br />Councilmember Holden asked if the project was the plan that was presented to the Council <br />previously. <br />City Administrator Klaers stated the TIF application is on file and is public information but the <br />material for the Planning Commission review has not been received yet. <br />Councilmember Holmes stated she was under the impression that the library wanted a longer <br />term than the 16 years provided. <br />Councilmember Grant stated the term is for the TIF not the Presbyterian Homes relationship <br />with the library. <br />
