ARDEN HILLS CITY COUNCIL August 30, 2010 9 <br />7. C. Resolution 2010 -043: Set Proposed TIF District Public Hearing Date Presbyterian <br />Homes Redevelopment (continued) <br />City Administrator Klaers stated the district can go no longer than 16 years but the relationship <br />between Presbyterian Homes and the library can go longer than that. <br />Councilmember Holden stated if the public is going to be funding the operations of the library <br />then she would like to see a long term commitment from the library to stay in the community. She <br />understood that the TIF request was to cover the operating expenses of the library. <br />City Administrator Klaers clarified the library is working with Presbyterian Homes and will <br />work out a contract with them. The request for TIF is from Presbyterian Homes and their <br />proposed redevelopment project. <br />Mayor Harpstead stated the legal determination for TIF is for a development project. The <br />relationship that multiple entities have will need to be negotiated between the impacted parties. <br />Councilmember Grant stated the library should commit to a term longer than 20 years. <br />Mayor Harpstead stated Staff can take that feedback to the Library Board. <br />MOTION: Councilmember Holden moved and Mayor Harpstead seconded a motion to <br />Adopt Resolution 2010 -043: A resolution Calling for a Public Hearing by the <br />City Council on the Proposed Adoption of a Modification to the Development <br />Program for Development District No. 1 and the Proposed Adoption of the <br />Tax Increment Financing Plan for Tax Increment Financing District No. 4 on <br />October 25, 2010. The motion carried unanimously (3 -1). <br />Ayes: Mayor Harpstead, Councilmembers Grant and Holmes <br />Nays: Councilmember Holden <br />8. UNFINISHED BUSINESS <br />A. Resolution 2010 -039: Adopting Proposed Special Assessment Roll for the 2010 <br />Pavement Management Program <br />Civil Engineer Giga stated the public hearing for the purpose of establishing special assessments <br />for the 2010 PMP Improvements was held on August 9, 2010. Seven property owners submitted <br />written objections. The City Attorney recommends the City Council act on each objection <br />individually. The owners of 3314/3317 Katie Lane have indicated that they do not intend to <br />develop the second platted parcel and request deferring the assessment or entering into a contract <br />similar to 1645 Valentine Avenue and 4093 Valentine Crest Road. The property owners of 4090 <br />Valentine Crest Road, 4082 Valentine Crest Road, 4086 Valentine Crest Road, 4075 Valentine <br />Crest Road, 4112 Valentine Crest Road are objecting to the assessment amount, interest rate, <br />methodology, single versus multi family dwellings, and design concerns. One property owner <br />indicated that they incurred plumbing expenses as a result of the project. Staff has contacted the <br />property owner and informed them that may submit their claim if they would like it to be <br />addressed. <br />
