Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 <br />Page 3 <br />for prizes for an Incentive Walking Program and for educating students on safe use of <br />the trails. <br />2. Lexington Avenue Extension/Resurface: <br />Ms. Olson indicated that they are currently prepping Lexington Avenue and believes <br />they will be done paving by the end of next week. Chair Peck reviewed that this is <br />the new trail from County Road E to Grey Fox Road. Ms. Olson recapped that 50% <br />is being assessed to the property owner. Council Liaison Grant clarified that the <br />property owner was willing to partner with the City and asked to be assessed versus <br />paying a lump sum. Council Liaison Grant asked if they had determined who had <br />ownership to move the switch boxes. Ms. Olson indicated that the City did come up <br />with a compromise and Qwest has now agreed to bury the box by Grey Fox Road, but <br />the City will have to work around the other box near the tracks until that can be <br />worked out. <br />3. CP Rail Pedestrian Pathway: <br />Ms. Olson provided an update on the CP Rail Pedestrian Pathway. She indicated the <br />contractor could not get the compaction and depth needed when installing the anchors <br />because of boulders that were in the way. She indicated they will be working on <br />some additional anchors this week and then on retaining walls and hopes to be done <br />by mid - November. If the weather becomes an issue, staff will make a decision on <br />whether to go ahead with the final bituminous now or wait for spring. <br />4. County Road E Bridge: <br />Ms. Olson indicated this is still in the scoping and that at this time Mn/DOT has the <br />project planned for 2015. <br />D. Review Revised Park Maintenance Plan <br />Ms. Olson provided the committee with the revised Park Maintenance Plan. Based on <br />comments from Council and the committee the main thing added for each park was sign <br />maintenance and recycling pick up. Backup Council Liaison Holden asked what the <br />benches would be under. Ms. Olson stated they would fall under Park Amentities. <br />Ms. Olson asked for the committee's suggestions on anything that needed to be added to <br />the Park Maintenance Plan before she brings to Council for approval. Backup Council <br />Liaison Holden suggested they may want to add cleaning of culverts because they get <br />clogged. <br />Committee Member O'Malley also suggested adding inspecting of mulch/sand under the <br />play structures. Ms. Olson indicated that this is already included on page 26 but would <br />also add it under the Play Structures section on page 5. <br />Committee Member Garretson mentioned that there was some non - offensive graffitti on <br />the slide in Valentine Hills Park. Ms. Olson indicated she would have Public Works take <br />care of it. Once approved she will set expectations with the Public Works staff in regards <br />to the Park Maintenance Plan. <br />
