A. EN H ILLS <br />Approved: November 15, 2010 <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 11, 2010 <br />7:00 P.M. ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Stan Harpstead called to order the regular <br />City Council meeting at 7:00 p.m. <br />Present: Mayor Stan Harpstead, Council Members Fran Holmes, Brenda Holden, <br />David Grant, and David McClung. <br />Absent: None <br />Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer; <br />and Recording Secretary, Tina Borg. <br />PLEDGE OF ALLEGIANCE <br />1. APPROVAL OF AGENDA <br />Councilmember Holden requested Staff update the Council on the City's sound system under <br />Item 2B. <br />Councilmember Grant requested Staff update the Council on the County Road E Bridge under <br />Item 2B. <br />MOTION: Councilmember Holden moved and Mayor Harpstead seconded a motion to <br />approve the Agenda as presented. The motion carried unanimously (5 -0). <br />2. PUBLIC INQUIRIES/INFORMATIONAL <br />A. TCAAP Reuse and Public Sale Update <br />City Administrator Patrick Klaers stated Mr. Legare, of the General Service Administration <br />(GSA), has stated that the Army, together with the EPA and the MPCA, has agreed on the land <br />use controls that will be placed on the property until the clean-up is complete. The land use <br />control remediation design (LUCRD) document is being written into the Invitation for Bid (IFB) <br />as part of the special terms. Once Mr. Legare has completed drafting the land use restrictions into <br />the IFB he will send the draft to the City for review and comment. Mr. Legare has stated that the <br />Army is still considering a sealed bid, versus an online auction, and this would take place <br />
