ARDEN HILLS CITY COUNCIL October 11, 2010 <br />2.A. TCAAP Reuse and Public Sale Update (continued) <br />approximately 60 days after the release of the IFB. On Wednesday, October 6, Staff had a <br />conference call with Bill Harper, Chief of Staff for Congresswoman McCollum. Staff provided <br />Mr. Harper with an update of available information pertaining to TCAAP, including the City's <br />concerns regarding the Metropolitan Council's Draft 2030 Transportation Plan. A copy of the <br />City's July 7, 2010, letter, and the GSA's August 18, 2010, response was sent to Mr. Harper. The <br />Ramsey County Board of Commissioners approved the licensing agreement between the County <br />and the Army at their October 5, 2010, meeting. The Board approved $100,000 in funding to <br />move forward with hiring an environmental consultant and to complete the MPCA's Voluntary <br />Investigation Clean -up program in order to understand the full extent of required remediation. <br />Councilmember Holden asked if the GSA had expressed any concerns about the pending <br />weather change and the ability to be able to access the property in order to do a characterization <br />and assess the property. <br />City Administrator Klaers stated the GSA has not expressed these concerns but he would <br />discuss this with the GSA during their next conference call. <br />Councilmember Holmes asked who had initiated the conference call with Mr. Harper. <br />City Administrator Klaers stated Mr. Harper was responding to a letter the City had sent out. <br />B. Staff Update <br />City Administrator Klaers stated the Jill Hutmacher, the City' s Community Development <br />Director, would be starting her position on November 3, 2010. He also stated the County <br />Commissioners will be meeting on Tuesday, November 12. On the agenda for this meeting is the <br />Arden Hills Library. He asked if anyone from the Council would be attending this meeting. <br />Councilmember Grant stated he had talked to Commissioner Tony Bennett and he indicated <br />there would be no opportunity for public comments regarding the library at this meeting. He <br />stated he had also talked to Commissioner Bennett about keeping the Arden Hills library open <br />beyond the end of the year. This would provide the residents of Arden Hills with access to a <br />library while the New Brighton location is constructed. He also stated that if the Arden Hills <br />library is kept open longer a better location may present itself with the development of TCAAP. <br />Councilmember Holmes stated she would like to comment to about keeping the Arden Hills <br />location open longer at the meeting as well and will be attending the County meeting. <br />Councilmember Holden stated she would be attending the meeting because she would like an <br />opportunity to comment about the Arden Hills library as well. <br />Councilmember McClung stated he would not be able to attend this meeting due to previous <br />commitments. <br />
