October 6, 2010, Planning Commission Minutes <br />Planning Case 10 -012; Rezoning, Master and Final PUD, and Preliminary and Final Plat; <br />Presbyterian Homes of Arden Hills Public Hearing <br />City Planner Beekman stated the applicant has requested approval of a Preliminary and <br />Final Plat, Rezoning, and Master and Final PUD to allow for a major redevelopment of <br />their existing campus, including the Sutton Place Apartments at 3120 and the three <br />triangle parcels located at 3151, 3152, and 3163 Lake Johanna Boulevard. This proposal <br />technically includes seven requests: rezoning to R -4 on the four properties currently <br />zoned R -2, rezoning to R -4 on the property currently zoned N -B, preliminary plat, final <br />plat, master planned unit development, final planned unit development, additionally, a <br />Comprehensive Plan Amendment. <br />City Planner Beekman provided additional background information. She stated Staff will <br />prepare full findings of fact regarding this proposal for the November 3, 2010, Planning <br />Commission meeting. A full analysis of the project is not possible based on the fact that <br />plans may still be adjusted in order to mitigate concerns raised by neighbors in the <br />community. Staff has had discussion with Presbyterian Homes, and has mutually agreed <br />that a motion to table this planning case to the November 3, 2010, Planning Commission <br />meeting is appropriate. Staff is also recommending that the Planning Commission hold <br />the public hearing to hear all of the concerns, questions, and comments from the <br />community so that they can be fully addressed in the coming weeks. <br />Chair Thompson opened the floor to Commission questions and requested Presbyterian <br />Homes review the project with the Planning Commission. <br />Mr. John Mehrkens, Presbyterian Homes, explained the project and requested the <br />Planning Commission hold the public hearing at this time so that Presbyterian Homes <br />could hear the concerns of the residents and work on resolving any issues that are brought <br />up. <br />Ms. Pamela Belz, Presbyterian Homes, reviewed the results of the neighborhood <br />meetings that Presbyterian Homes has had to date. She also reviewed the changes that <br />Presbyterian Homes had made to their design to resolve the concerns that were brought <br />up at these meetings. <br />Commissioner Zimmerman asked what the maximum height of the facility would be and <br />if the new proposal had the space that had been allotted for the library removed. <br />Ms. Belz stated the space for the library has been removed from the design and the <br />maximum height for the facility is 54 feet. She also stated the meeting rooms that were <br />being shared with the library had also been removed. <br />Commissioner Holewa asked if the Fire Department had reviewed the new proposal with <br />the changes to the access. <br />
