DRAFT November 3, 2010, Planning Commission Minutes <br />Planning Case 10 -012; Preliminary and Final Plat; CUP Amendment, Rezoning, and <br />Master and Final PUD; Presbyterian Homes of Arden Hills Public Hearing <br />City Planner Meagan Beekman stated Presbyterian Homes is requesting approval of a <br />Preliminary and Final Plat, Rezoning, CUP Amendment, and Master and Final PUD to <br />allow for a redevelopment of their existing facilities located at 3120 and 3220 Lake <br />Johanna Boulevard. She provided background information, a summary of the changes <br />made to the plan after the meeting on October 6, 2010. She stated the Planning <br />Commission is being asked to hold a second public hearing on the revised redevelopment <br />proposal and make a recommendation to the City Council. Staff offers the following <br />thirty -two findings of fact for this proposal: <br />General Findings: <br />1. The Presbyterian Homes property s a combined total of 22.5 acres in size. <br />2. The Presbyterian Homes property is currently in the R -2 District. <br />3. The Presbyterian Homes property has a future land use designation of Public and <br />Institutional in the 2030 Comprehensive Plan. <br />4. The applicant is proposing to re -plat the properties into one parcel; Lot 1, Block 1. <br />5. The applicant is proposing to demolish 188 independent and assisted living <br />housing units and construct 202 independent and assisted living units in their <br />place. <br />6. The applicant is proposing to maintain 208 skilled nursing units as they are <br />currently configured on the site. <br />7. The applicant is proposing to maintain the current uses of independent living, <br />assisted living, memory care, and skilled nursing care; however, the mix of uses is <br />proposed to be altered. <br />8. The proposed development does not require park dedication. <br />9. The applicant is requesting TIF as part of the redevelopment application. <br />Preliminary and Final Plat Findings: <br />10. The application conforms to all requirements of the City's Subdivision Ordinance. <br />Rezoning Findings: <br />11. The property is currently zoned R -2. <br />12. Independent, assisted, and skilled nursing care is currently provided on site, as <br />approved by the City. <br />13. Independent senior housing, once defined as Institutional housing, is now better <br />defined as a multiple family use, which is not permitted in the R -2 District. <br />14. The application is proposing to rezone the property to R -4 Multiple Dwelling <br />District. <br />15. The proposed redevelopment, and mix of uses, is a permitted use in the R -4 <br />District with an approved PUD. <br />
