incorporation of affordable, life cycle, and work force housing into new <br />development and redevelopment where feasible; and promotes the protection of <br />lakes and the natural environment. <br />31. The proposed development forwards the Metropolitan Council's target of 285 -800 <br />new life -cycle housing units by 2020 in Arden Hills. <br />32. The proposed development is not anticipated to have a significant impact on <br />traffic because the site does not currently negatively impact traffic, and the <br />increase in 14 units would not have a noticeable affect on the immediate road <br />system. <br />City Planner Meagan Beekman stated upon review, Staff is recommending approval of <br />Planning Case 10 -012 based on the findings of fact subject to the following conditions: <br />1. The project shall be completed in accordance with the submitted plans as <br />amended by the conditions of approval. Any significant changes to these plans, <br />as determined by the City Planner, shall require review and approval by the <br />Planning Commission and City Council. <br />2. A development agreement shall be prepared by the City Attorney and subject to <br />City Council approval. The development agreement shall be expected prior to <br />execution of the Final Plat, the issuance of any permits, or site preparation. <br />3. The applicant shall file the Final Plat with Ramsey County within 180 days of the <br />approval from the City. <br />4. The final plans shall be subject to Fire Marshal approval prior to the issuance of <br />any building permits. The applicant shall file abide by all conditions listed in the <br />September 13, 2010, Fire Marshall memo. <br />5. Final grading, drainage, and utility plans shall be subject to approval by the Public <br />Works Director and City Engineer prior to the issuance of any building permits. <br />The applicant shall abide by all conditions listed in the October 28, 2010, Public <br />Works Department memo. <br />6. The applicant shall obtain approval from the Rice Creek Watershed District and <br />all other applicable permitting agencies prior to the issuance of any permits. <br />Copies of such permits shall be provided to the City prior to the issuance of any <br />permits. <br />7. The applicant shall submit a financial surety, in a form subject to the approval of <br />the City Attorney, in the amount of 125 percent of the cost of the landscaping <br />improvements prior to the issuance of any building permits. The City shall hold <br />the financial surety for two years from the completion of the landscaping plan. <br />8. The applicant shall provide a construction phasing plan that includes plans for fire <br />and police access throughout construction, subject to the approval of the Fire <br />Marshal, Public Works Director, and Ramsey County Sheriff prior to the issuance <br />of any building permits. <br />9. The applicant shall obtain a building permit within one year of the Master and <br />Final PUD approval or the approval shall expire unless extended by the City <br />Council prior to the approval's expiration date. Extension requests must be <br />submitted in writing to the City at least 45 days prior to the expiration date. <br />
