linking the Brownstone townhouses to the main building, would remain 2 way for residents to drive to
and from the dining hall and other services. The Presbyterian Homes rejected this suggestion
because the fire department might object to not having that road.
In checking with the Johanna Fire Department, we were told that the fire department will
predominately use the Lake Johanna Blvd. entrance to service the site. They said they will need a
temporary access from County Road D during the construction phase. If the road exists after
construction they would use it if the Lake Johanna Blvd. access is blocked by fallen trees, disabled
vehicles, etc. In this proposed solution, the road would still exist and could be used as an entrance for
emergency vehicles only. If a traffic study finds that excessive traffic would be directed past County
Road D residences, the proposed Wheeler and Country Rd. D driveway should be designated for
emergency use only.
Since our neighborhood meeting with Presbyterian Homes, we learned that during the Arden Hills
Shorewood Drive neighborhood meetings, the residents were told that the proposed road exiting
south of the campus would be for emergency use only. Attached is a copy of a letter signed by these
Shorewood Drive neighbors.
We would like the City of Arden Hills and the Presbyterian Homes to really work with our
neighborhood as they did with the other bordering neighbors of the project. Results of those
neighborhood meetings which began in August, not in November, were an increase in the setback of
the main building to be 100 feet from the adjacent residential property for the Shorewood Dr. area,
road modifications to prohibit traffic in the Sandeen residential neighborhood and the actual moving of
the Brownstone townhouses across the street to satisfy the concerns of the Lake Johanna Blvd
neighbors.
However, Presbyterian Homes will need some time to do that and submit any revisions to either the
Planning Commission or the Council. We request that at your upcoming council meeting that you do
not approve the project in its current form. The ideal would be to have Presbyterian Homes and your
Planning Commission complete its job of working with all the neighbors, making revisions acceptable
to all parties. If that is not feasible, we request that there be stipulations to your approval. Stipulations
would seem to be difficult as we are sure that you would want to have your Planning Commission be
aware of and agree to any modifications.
Patrick Annette Phillips
3084 Shorewood Lane
Roseville, Mn. 55113
651- 633 -9532
2
