Dan Roe, mayor -elect of Roseville, suggested that I contact you directly. You have probably seen the myriad <br />e -mails from our neighborhood to the Arden Hills city council expressing our significant concern with the Presbyterian <br />Homes (PH) plan for a new upper exit to empty onto Co Rd D and Wheeler, essentially turning our neighborhood into the <br />thoroughfare for PH employees. This would be extremely unsafe for our children and be very harmful to the quality of life <br />in our neighborhood. <br />We had a neighborhood meeting with PH last week, and John Merkens (VP of Project Development for PH) strongly <br />implied that the basis for the addition of an upper exit was a requirement from both the fire department and Ramsey <br />County engineering. Further, he stated that he "doubted whether the Arden Hills planning commission or the Arden Hills <br />city council would pass the plan without an upper exit." We investigated these claims and determined the following: <br />The Lake Johanna fire department did not make a request or a requirement for the upper exit. Further they <br />stated that the department would use the Lake Johanna boulevard entrance for emergencies. <br />Ramsey County engineering likewise did not make a request or a requirement for the upper exit. They did not <br />comment on the upper exit at all since it was a city jurisdiction. <br />We could find no evidence that the Arden Hills council requested or required the upper exit. In fact, Fran <br />Holmes stated that the council had suggested making the upper exit emergency use only. <br />John's fallacious claims regarding the basis for the upper exit simply reinforce our belief that PH is not taking the <br />neighborhood concerns seriously or negotiating in good faith.
