application, and have determined that independent senior units do not fit the definition of <br />institutional housing, but rather, better fit the definition of multiple- family dwellings. <br />Multiple- family dwellings are not permitted uses in the R -2 District. Regardless of the <br />outcome of the Master and Final PUD application, Staff believes that the rezoning is <br />appropriate given the existing conditions on the site, and the fact that this property diverged <br />from the underlying R -2 zoning regulations decades ago. <br />Traffic Study <br />An increase in 14 residential units does not trigger a traffic study; however the City did ask <br />Presbyterian Homes to provide existing and anticipated traffic counts for the site. The <br />information submitted was based on the Institute of Traffic Engineers traffic count manual, and <br />Presbyterian Homes' experience of other senior housing facilities with a similar number and mix <br />of units. This information was included in the November 3, 2010, Planning Commission packet <br />and can be found in Attachment I of this report. The traffic count figures represent overall trips <br />to and from the site and indicate that the redevelopment will result in an increase in 52 daily <br />trips. Both Roseville and Arden Hills engineers have reviewed this information, as well as the <br />Ramsey County traffic engineer. The opinion of the engineers is that the numbers presented by <br />Presbyterian Homes are consistent with their assumptions about the traffic impacts of the <br />development and that an increase of 52 daily trips will not create a significant impact on the <br />existing transportation system. <br />Additionally, the Roseville City Council has requested that the Arden Hills City Council ask <br />Presbyterian Homes to provide more details trip data indicating the number of trips anticipated <br />per entrance. The letter from the City of Roseville is included as Attachment B. In anticipation <br />of this request, Presbyterian Homes has provided this information (Attachment G) along with a <br />letter summarizing the result. The analysis found that the redevelopment would likely generate <br />292 trips per day at the County Road D entrance (30 percent), 643 trips at the Lake Johanna <br />Boulevard Entrance (62 percent), and 95 trips at the Sandeen Road entrance (8 percent). <br />County Road D Entrance <br />The proposed redevelopment calls for the reduction of one curb cut on Lake Johanna Boulevard <br />and the relocation of the County Road D curb cut to align with Wheeler Avenue. These two <br />driveway access locations will be the only means of ingress and egress for the two brownstone <br />buildings and the entrance of the primary facility. A third drive access off of Sandeen Road will <br />primarily serve the delivery and service needs of the facility. <br />At the November 3 Planning Commission meeting, residents of Roseville from Wheeler <br />Avenue and Shorewood Lane expressed concerns over the alignment of the access drive with <br />Wheeler.
