ARDEN HILLS CITY COUNCIL—October 25, 2010 6
7. A. 2011 Pavement Management Program—Feasibility Study (continued)
a policy that multi-family dwellings are assessed 60% of the full residential unit amount. The
assessment is based on the increased value to the property and Option 2 does the best in assessing
the value increase fairly. Option 3 gives the same value of the improvements to a multi-family _
property and this is not necessarily the case. A single-family home will benefit more for the
improvements. She stated she would support Option 2.
Councilmember Grant stated he would agree with Option 2.
Councilmember McClung stated he also agrees that Option 2 is the most equitable way to
proceed and most closely follows the City's assessment policy.
Councilmember Holden pointed out that following the City's assessment policy would mean that
Option 3 is the most effective way to proceed. The assessment policy states everyone pays for
their share of the improvements and Option 3 divides these improvements equally among all the
properties receiving the benefits. —
Councilmember Holmes stated the assessment policy references single-family homes only. A -
multi-family property would not receive the same value increase from the improvements that a
single-family property would.
Councilmember Holden stated a multi-family dwelling would have an increased amount of
traffic in an area and this would increase the wear and tear on a road versus an area that only had
single-family homes.
Mayor Harpstead stated the Council would need to come to a consensus for this project and
revisit the City's assessment policy at a future time to establish a policy for multi-family
dwellings.
It was the consensus of the Council to follow Option 2 for the assessment of the multi-
family/townhome (R3) properties in the project area.
Public Works Director Maurer stated the final report would follow Option 2 for the assessment
of the multi-family properties.
PUBLIC INQUIRIES
Mayor Harpstead opened the Public Inquiries/Informational at 8:10 p.m.
Mayor Harpstead closed the Public Inquiries/Informational at 8:11 p.m.
210.03, Subd.
