A. 2011 Pavement Management Program—Feasibility Study (continued) <br /> a policy that multi-family dwellings are assessed 60% of the full residential unit amount. The <br /> assessment is based on the increased value to the property and Option 2 does the best in assessing <br /> the value increase fairly. Option 3 gives the same value of the improvements to a multi-family _ <br /> property and this is not necessarily the case. A single-family home will benefit more for the <br /> improvements. She stated she would support Option 2. <br /> Councilmember Grant stated he would agree with Option 2. <br /> Councilmember McClung stated he also agrees that Option 2 is the most equitable way to <br /> proceed and most closely follows the City's assessment policy. <br /> Councilmember Holden pointed out that following the City's assessment policy would mean that <br /> Option 3 is the most effective way to proceed. The assessment policy states everyone pays for <br /> their share of the improvements and Option 3 divides these improvements equally among all the <br /> properties receiving the benefits. — <br /> Councilmember Holmes stated the assessment policy references single-family homes only. A - <br /> multi-family property would not receive the same value increase from the improvements that a <br /> single-family property would. <br /> Councilmember Holden stated a multi-family dwelling would have an increased amount of <br /> traffic in an area and this would increase the wear and tear on a road versus an area that only had <br /> single-family homes. <br /> Mayor Harpstead stated the Council would need to come to a consensus for this project and <br /> revisit the City's assessment policy at a future time to establish a policy for multi-family <br /> dwellings. <br /> It was the consensus of the Council to follow Option 2 for the assessment of the multi- <br /> family/townhome (R3) properties in the project area. <br /> Public Works Director Maurer stated the final report would follow Option 2 for the assessment <br /> of the multi-family properties. <br /> PUBLIC INQUIRIES <br /> Mayor Harpstead opened the Public Inquiries/Informational at 8:10 p.m. <br /> Mayor Harpstead closed the Public Inquiries/Informational at 8:11 p.m. <br /> 210.03, Subd. <br />
