ARDEN HILLS CITY COUNCIL—October 25, 2010 7 <br /> 8. UNFINISHED BUSINESS <br /> A. Resolution 2010-052 Disapproving Municipal Consent for 1-694/TH51 <br /> Mn/DOT Improvement <br /> Public Works Director Terry Maurer stated Mn/DOT is proposing an improvement project for <br /> the interchange of I-694/TH 51 in Arden Hills. In June, Mn/DOT submitted a Mn/DOT approved <br /> layout to the City and requested City approval (Municipal Consent) of the layout. On August 9, <br /> 2010, the City Council held the public hearing for this project. Following the August 9 public <br /> hearing, Staff met with Mn/DOT and Ramsey County to review comments heard from the City <br /> Council and residents of Arden Hills. Staff requested additional information from Mn/DOT based <br /> on the comments made at the public hearing as well. At the September 20, 2010 work session the <br /> City Council asked Staff to prepare some possible conditions for a Municipal Consent resolution. <br /> At the October 18, 2010 work session the conditions were reviewed and some minor changes <br /> were requested by the City Council. All of the changes made to the conditions by the City — <br /> Council have been made with the exception on Condition #8. This condition has not been <br /> changed because there currently does not appear to be 13 feet of area outside of the road on each - <br /> side for a detached trail so the condition has been left to request an appropriate area for a ten foot <br /> trail on the west side. Following the public hearing held on August 9, 2010, the City has 90 days <br /> or until November 7, 2010, to approve/disapprove the layout. <br /> MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br /> motion to Approve Resolution 2010-052 Disapproving the Final Layout of I- <br /> 694/TH51 with the Conditions presented. <br /> Councilmember Holden stated in Exhibit A, Item 2, the word "possible" should be removed. <br /> She asked who determined the beginning and ending points of the noise walls. <br /> Public Works Director Maurer stated the construction of the noise wails would be dependant on <br /> the City committing to a portion of the funding for these walls. If the City does not commit to the <br /> funding then the noise walls would not be installed. The beginning and ending points have been <br /> established based on the amount of funding requested but these points are not shown on the <br /> proposed layout. If the City commits to funding these walls then the word possible can be <br /> removed. A separate resolution approving the funding can be done if the City chooses. <br /> Mr. Mark Lindeberg, Project Manager for Mn/DOT, stated the beginning and ending points for <br /> the wall had been established and the location had been part of previous exhibits. <br /> MOTION: Mayor Harpstead moved and Councilmember McClung seconded a_motion to <br /> eliminate'the word "possible" from the first sentence in Item 2 in Exhibit A. <br /> The motion carried unanimously (5-0). <br /> Councilmember Holden asked for clarification regarding the additional fill referenced in Item 3, <br /> Exhibit A. <br />
