ARDEN HILLS CITY COUNCIL—October 25,2010 8 <br /> 8. A, Resolution 2010-052 Disapproving Municipal Consent for 1694/TH51 Mn/DOT <br /> Improvement(continued) <br /> Public Works Director Maurer stated this item outlined the City's request that any fill generated - <br /> by the project be used to construct berms within the project area and "additional fill" is <br /> referencing any excess fill. The City is requesting this excess fill be used for berming west of the <br /> project area. <br /> Councilmember Grant stated the Council had talked about having a trail on both sides of <br /> Snelling Avenue. He asked why this request was not reflected in Item 8, Exhibit A. <br /> Public Works Director Maurer stated Staff had been out to the area and there does not appear to <br /> be enough width to accommodate this request. There is adequate width to provide for a trail on <br /> the west side. The proposed trail widths could be changed to reflect the smaller area but Staff had <br /> understood that the width of the bridge was expected to remain the same. <br /> Councilmember Holmes stated Item 4, Exhibit A, should also reference the traffic flows and — <br /> modeling should take the railroad crossing into account. This crossing does cause delays in traffic <br /> because of trains coming through the area during high traffic times. - <br /> MOTION: Mayor Harpstead moved and CounciImemmber Grant seconded a motion to <br /> amend Item 4, Exhibit A, the uhrase "including the railroad crossing on <br /> Lexin2ton Avenue" be added at the end of the first sentence. The motion <br /> carried unanimously (5-01. <br /> Councilmember Holmes clarified there would be a signal on County road F and Snelling Avenue <br /> and there would be no cost to the City for this signal. <br /> Public Works Director Maurer stated this was correct. The document references this signal as <br /> proposed at this time because it has not been constructed yet. <br /> Councilmember Holmes stated the proposed project impacts two major corporations in Arden <br /> Hills, Boston Scientific and Land O'Lakes. She asked if a condition could be added that these <br /> corporations be included in the negotiations. <br /> Public Works Director Maurer stated Staff has sent the proposed draft language to the cities of <br /> Shoreview and New Brighton. He stated this could also be sent to Boston Scientific and Land <br /> O'Lakes for comment. At this time Staff has not heard from either corporation. <br /> Councilmember Grant requested Mounds View also be included in receiving a copy of the <br /> resolution. <br /> Councilmember Holden stated in the past Mn/DOT has achieved significant cost savings by <br /> lessening project improvements through Arden Hills and this "cheapening" has been on the backs <br /> of Arden Hills residents. <br />
