It was pointed <br />out that the message from P&Z should be positive and carefully explained the benefits to <br />the property owners. <br /> <br />Motion by Commissioner Wood, seconded by Commissioner Wekseth to adopt the <br />findings of fact and recommend approval to the proposed amendments to Chapter <br />156, Sections 156.021 & 156.030 as presented. Voting in favor: Mosher, Wekseth & <br />Wood. Voting against: Lee. Motion passed. <br /> <br /> <br />IV.NEW BUSINESS. <br /> <br />Sod vs. Hyro Seeding of new dwelling properties <br /> <br />The Council has asked P&Z to consider the issue of hydro seeding of properties in lieu of <br />sodding. The matter came up at the request of property owner Rodman Smith who not <br />knowing of the sod requirement, hydro seeded his yard. <br /> <br />Dallas Larson reported that neighboring cities of Lino Lakes and Blaine both allow hydro <br />seeding as an alternative to sod. Blaine requires a yard irrigation system as a condition of <br />hydro seeding. <br /> <br />Mr. Rodman reviewed his experience with hydro seeding. He noted that silt fence at the <br />property boundary is needed and agreed with the requirement for irrigation that Blaine has. <br /> <br />The consensus of the Commission was that staff should prepare a draft ordinance to amend <br />City Code to allow hydro seeding as an alternative to sod, subject to the requirements: 1) <br />silt fence, 2) irrigation system, and 3) deposit retained until yard is fully established. <br /> <br /> <br />V.DISCUSSION ITEMS <br /> <br /> Administrator Larson reported that the draft Affordable Housing Action Plan was <br />approved by Met Council. The Plan doesn’t require anything further, unless P&Z wants <br />to change something. The issue was tabled to the next meeting to allow members time to <br />review the Plan more carefully. <br /> <br />VI. CONSIDERATION OF MINUTES <br /> <br />Motion by Commissioner Lee, seconded by Commissioner Wekseth to approve <br />minutes from the August 3, 2010, meeting. All in favor.
