1 Jan 2011
TO: City Council Members & Staff
Subject: Proposal to Lower Mayor & Council Members Pay
1. Due to the economy situation all over the country and also in our own hometown, I
propose to lower the Mayor & Councilmember's pay by 25% for a one year period, but
also leave the option open to continue the decrease every 12 months if the financial
situation remains in the country.
2. By doing this, we will be showing to the residents and the staff of the City that we too
should be able to tighten our belts as they have had to do in this economy times. Ten
years ago (2000), the Mayor was paid $225.00 a month and the Councilmember's were
paid $100.00 per month. No extra pay for additional meetings. Beginning in 2002 the
salaries went $250.00 Mayor and $200.00 Council. In 2004, the Mayor got $350.00 and
Council $275.00. In 2006 Mayor $450.00 and Council $375.00. In 2008 , the Mayor
$525.00 and Council $450.00. This amounts to a 233% increase for the Mayor and 450%
increase for the Council over the past ten years. No where in the world, especially public
office have shown this type of increase. (Maybe on Wall St) '
3. These present salaries are equal to cities three times our size in population, city
employees, businesses and land size. Our salaries compare with East Bethel (12,090), ;
Mendota Heights (11,766), Mounds View (12,733) and North St Paul (11,569). ,
4. Our present salaries (Mayor $525.00 times 12 =$6300.00, Council members $450.00
times 4 times 12 =$21,600 for a total of $27,900.00. By cutting the salaries by 25%, we
would have a savings of $6996.00 for the city. These monies could be applied to areas
which we have the council had cut last year and/or put in reserve for future road
maintenance / equipment purchases.
5. The proposed monthly salary would be $393.75 for Mayor and $337.50 for
Councilmember's. The total budget would be $20,925.00 for Mayor & Council salaries.
No Pay for additional meetings is proposed.
Tom Wilharber
Mayor - Elect

I
I

27
