This item was
placed on the agenda at the request of a committee member. Ms. Stephan provided as background the
wording of Blaine's tobacco use policy.
The committee does not have the authority to make policy, but does make recommendations to the Council.
I sincerely hope that our committee would refrain from making a recommendation to Council regarding ,
tobacco use in the parks. I
The State of Minnesota has a law regulating the use of tobacco. While local governments have the latitude
to implement more stringent ordinances, the State legislatures made a deliberate choice not to ban tobacco in
open areas. I think that Centerville should follow the State's example.

Writing restrictive regulation is outside of the mission statement of this committee. Our purpose is to '
provide parks, trails, and park activities that appeal to a broad range of Centerville residents. I think that I
writing regulations that restrict individuals is counter to this committee's intended purposes. That is not the
kind of committee that I think we want to be.
Youth Corus
No current updates.
Promotions Handbook & Ouarterlv Flier
Per Ms. Kris Sweeney, Utility Billing Clerk, it will cost the Committee/Wargo approximately $40-$50 to
mail a flier with the utility bills, this does not include the cost of printing.
Email update from Chairperson Branch:
On Friday, January 14, 2011 Committee Member Seeley and I met with Ms. Deb Gallop, Wargo Nature
Center to discuss the concept of inerging the Centerville Parks & Recreation Committee and Wargo Nature
Center efforts to advertise events. Committee Member Seeley and Ms. Gallop had collectively come up with
a concept of placing event notices on the opposite sides of a single sheet of paper, the City of Centerville
