As noted <br /> previously, many streets were constructed without gtanular subgrade materiat and draintile. As a <br /> result, these streets will need to be reconstructed at some point to meet City Street standards. Miil <br /> �' and overlay techniques can be used on streets that ex rience frost boils in the s rin . <br /> Pe P g <br /> � The ma�orit of maintenance from 2003 — 2009 will involve reconstruction and seal coatin . The <br /> J Y S <br /> � streets bordered by Main Street, 20`� Avenue, 73 � Street and Mill Road all were constructed in the <br /> � late 1980's — early I990's. Their concrete curbs aze generally in good condition, but the driven <br /> � roadway areas are showing signs of significant deterioration. Seal coating these streets will not <br /> � increase their life, and reconstruction is the recommended im rovement method. Newer streets will <br /> P <br /> � require crack sea�ing and seal coating on a regular basis, in addition to occasional mil] and overlay. <br /> I �� It is recommended the City present this Capital Improvement Study to citizens and property owners <br /> ' at a City Council meeting.
