Comprehensive Plan-zoning issues-Proposed code amendments to facilitate <br /> changes to zoning as guided by the 2030 Comprehensive Plan. <br /> a. Amend Chapter 156, Section 156.030 (Interim Uses in B-1 Zone <br /> ) <br /> ' b. Amend Chapter 156, adding Section156A25 (adding new R-3 Zoning <br /> District. <br /> The Commission discussed the changes as well as the next steps to make the zoning on <br /> lands conform to the 2030 Comprehensive Plan. It was suggested that the code changes be <br /> implemented before the rezoning of the parcels. <br /> Motion bv Commissioner Wood, seconded bv Commissioner Montain to schedule a <br /> public hearin� at the next meetins to consider the pronosed changes to Chauter 156, <br /> Sections 156.025 and 156.030. All in favor. Motion carried unanimouslv <br /> 3. Update zoning to correspond with the Comprehensive Plan. <br /> a. R-2 Change to R-3 <br /> b. R-2A Change to R-3 <br /> c. R-2 Change to M-2 <br /> d. I-1 Change to B-1 <br /> The Commission reviewed the list of properties that would need to be rezoned to conform <br /> with the 2030 Comprehensive Plan. It was determined to delay action on these until the <br /> Code changes to section 156.025 & 156.030 are implemented. <br /> IV. NEW BUSINESS <br /> None <br /> V. DISCUSSION ITEMS <br /> Dallas Larson reported that the League of Minnesota Cities Insurance Trust insures the <br /> City for among other things, land use liability. This coverage would defend the City <br /> against claims of improper handling of zoning requests such as rezoning, variances and <br /> conditional uses. The insurance has a very high deductible which can be reduced if <br /> members of the Council and Planning & Zoning Commission take on-line training offered <br /> by the League. All present agreed to take the training. Staff will register them for training <br /> and then forward instructions. <br /> VL CONSIDERATION OF MINUTES <br /> Motion bv Commissioner Lee, seconded bv Commissioner Montain to aaprove <br /> minutes from the Januarv 4. 2011, meeting.
