_

70 ttaitt Strxet, CettuviCft, ?dYSS03R
 j .' 651-439-3232 o'Tn;6S1-429-8629 .
March 3, 20 i 1
To Mayor and GounciL•
Re: Meter Reading System
At the last work session we discussed the issue of moving toward a more automated
system of reading water rneters. Council expressed apprehension at spending the amount
of money to change over the eirtire city.
We currently walk all of the streets and read a11 of the meters on the outside of the
buildings with a touch-pad reader. The handheld device that we have been using is
obsolete and no longer compatible with the latest version of the computer operating
systems. The replacement device will cost about $6800. This new device also has the
ability to read radio read meters. We request authority to purchase the replacement. Costs
would be paid from the Water Fund.
Since about 20Q0, the city has collected the cost of remote read devices with the water
meter. Initially the city began installing remote ghone-read deices, but that was stopped
in 2005, when it became apparent that some homeowners were goirg without land lines
in favor of cell phones. The city has continued to collect the cost of remote read devices
in anticipation that a radio read system would be more feasible. The city has collected for
approximately 150 remote readers, Staff is requesting permission to install fihese remote
readers at this time. These would be concentrated in the Hunters Crossing, Pheasant
Marsh developments and Peitier La1ce Drive. Tn addition we request authority to purchase
remote readers for appromately 75 additional meters that would be installed in areas
where reading is very inefficient do the low saturatian of ineters in certain areas and for
homes and businesses along county roads. A map of the proposed locations is attached.
The total cost of this plany including the read device, is about $35,000. The cost would be
paid by the Water Fund The Water Fund has adequate funds available to pay for this
plan. New homes that connect in the future will purchase and install remote radio readers,
as will the homes that have city water available now but haven't yet connected. Over
time, the rest of the City's water customers could be included either in phases ar in its
entirety as the Council determines.
Dallas Larsoq City Administrator
40
