Ms. Bender stated that due to the fact that the City of Centerville is <br />a Statutory City it is not required to have same; however, Council felt it was in the best <br />interest of the City to ascertain public input. Ms. Bender stated that there was also a <br />timing issue with legal posting, requirements for publishing the ordinance and the herons <br />nesting season. <br /> <br />Chairperson Hanson felt that it was a short time period for review. Mr. LeBlanc <br />reiterated Ms. Bender’s reasoning for the short timeframe. <br /> <br />Chairperson Hanson questioned whether the no wake zone was also a spawning area. <br />Mr. LeBlanc stated that it is not a posted area. <br /> <br />Mr. Richard Thompson, 1657 Peltier Lake Drive, addressed several issues by stating that <br />his main interest is that the outcome from the no wake zone is beneficial to wildlife and <br />the water quality of the lake. <br /> <br />Mr. Jerry Linder stated that he hoped monitoring of the herons would continue. <br /> <br />Mr. Thompson stated that he had concerns regarding individuals not knowing the new <br />ordinance. <br /> <br />Mr. LeBlanc stated that Anoka County would place 4-7 buoys and signage at the access. <br /> <br />Mr. Thompson stated that he requested that a phone number be added to the signage for <br />reporting violations, etc. <br /> <br />Mr. Thompson stated that several people from the Department of Natural Resources and <br />the Rice Creek Watershed District have monitored the rookery over the past year. <br /> <br />Chairperson Hanson stated that he felt it would be advantageous if the monitoring <br />continued during the two (2) year period. Commissioner DeVine concurred. <br /> <br />Motion by Commissioner McLean, seconded by Chairperson Hanson to forward <br />proposed Ordinance #68 to council for their consideration. Motion passed <br />unanimously. <br /> <br />2. Mr. Bill Martin, ATS&R - Centerville Elementary School <br /> <br />Mr. Martin stated that the school would be demolishing the temporary classrooms, adding <br />air conditioning, exterior windows at floor level, drain tile, fire sprinklers and an entrance <br />addition. Mr. Martin stated that the bid process would commence April 9, 2002 and it is <br />anticipated that all work will be completed during summer break. <br /> <br />Commissioner Helmbrecht questioned Mr. Palzer as to whether the construction plans <br />met all codes. <br /> <br />Page 2 of 5 <br />
