City of Centerville <br />Planning & Zoning Minutes <br />March 12, 2002 <br />Mr. Martin stated that the only modification to the plans that had been suggested by the <br />Building Official or City Administrator were that of screening of the trash enclosure area <br />and same would be completed. <br /> <br />Commissioner Helmbrecht questioned the condition of Westview Street. Mr. Palzer <br />stated that the road is in pretty good shape and construction would not be held up due to <br />any repairs. <br /> <br />Chairperson Hanson thanked Mr. Martin. <br /> <br />Commissioner Helmbrecht stated that the community looks forward to the new look of <br />the school and it is much needed. <br /> <br />V. OLD BUSINESS <br /> <br /> <br />None. <br /> <br />VI. NEW BUSINESS <br /> <br />1. Proposed Ordinance #68 - Regulating the Surface Use of Motorized Watercraft on <br />Peltier Lake <br /> <br />Previously discussed. <br /> <br />2. Ordinance #61 - Adult Establishments <br /> <br />Chairperson Hanson questioned whether any members were on board when this <br />ordinance was re-written. Chairperson Hanson stated that it was approximately three (3) <br />years ago. Commissioner DeVine questioned the purpose of the commission looking at <br />this ordinance again. <br /> <br />Chairperson Hanson and Commissioner Helmbrecht stated that the current ordinance <br />addresses massage parlors but not body piercing or tattooing. <br /> <br />Consensus was that the Commission desired to contain definitions from Chapter 114: of <br />the League of MN Cities Model Ordinance and felt that same should be incorporated in <br />the amended ordinance. <br /> <br />Commissioner DeVine read same. Commissioners Helmbrecht and DeVine did not <br />understand the necessity of inclusion of ear piercing. Ms. Bender stated that additional <br />areas of the body are pierced and a gun is not always used to accomplish same. <br />Chairperson Hanson stated that people also have tattoo parties in their private residences. <br />Commissioner Helmbrecht questioned how many establishments are allowed in <br />Ordinance #4. Chairperson Hanson stated that Ordinance #4 does not address same, <br />Ordinance #61 does. <br /> <br />Page 3 of 5 <br />
