Tattooing, Body Piercing & Massage Parlors <br /> <br />Commissioner DeVine indicated he liked the New Brighton Ordinance. <br /> <br />Chair Hanson asked that Staff put the New Brighton Ordinance into Centerville format. <br /> <br />Commissioner DeVine questioned whether the Anoka County Health Department <br />regulates tattooing and body piercing because that would keep the City from having to <br />regulate these businesses and save taxpayer dollars. <br /> <br />Chair Hanson indicated that Anoka County does not regulate body piercing. <br /> <br />Commissioner McLean indicated that the Ordinance refers to an enforcement body. He <br />then indicated that the Commission would need to recommend to Council who that <br />enforcement body would be either the Police or by complaint at the Council level. <br /> <br />Chair Hanson indicated he felt Council should decide who should enforce the Ordinance. <br /> <br />Commissioner Wilharber indicated he would like to recommend that the Police <br />Department do the enforcing and have Staff draft an ordinance based on the New <br />Brighton format. He also indicated that the County Health Authority needs to be listed in <br />the Ordinance. <br /> <br />Commissioner DeVine asked whether the City Manager could utilize the County Health <br />Authority. <br /> <br />Commissioner DeVine indicated the enforcement officer would be the County Health <br />Officer and asked that Staff add a paragraph on enforcement by the Police Department. <br /> <br />Chair Hanson asked if the disposal of biohazard materials needed to be addressed. <br /> <br />Commissioner McLean noted the handling of biohazard materials was covered in the <br />New Brighton ordinance. <br /> <br />Commissioner DeVine commented that the City could pull the license per the Ordinance <br />and asked what type of enforcement beyond pulling the license the Commission was <br />looking for. <br /> <br />Commissioner Wilharber commented that these types of businesses cannot be conducted <br />as a home occupation and then said he feels home occupations take away from the <br />commercial tax base. <br /> <br />Motion by Commissioner DeVine, seconded by Commissioner Wilharber to ask <br />Staff to draft an ordinance for review based on the New Brighton form adding a <br />paragraph concerning enforcement, and to ask Staff to schedule the public hearing <br />on this Ordinance at the July meeting.
