Installation of a Dock @ Trailside Park as Per Attached <br />Requirements <br /> <br />Motion by Council Member Paar, seconded by Council Member <br /> <br />Fehrenbacher to approve the Consent Agenda as presented. All in favor. <br />Motion carried unanimously. <br /> <br />VI. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br /> <br />1.Mr. Steve McDonald, ABDO, Eick & Meyers – 2010 Annual Audit <br /> <br />Mayor Wilharber welcomed Mr. McDonald. Mr. McDonald reviewed the <br />Management Letter and Audit with the Council. Mr. McDonald stated that the <br />audit was completed several weeks ahead of previous years, and noticeable <br />improvements have been by the City and its Staff to ensure legal compliance and <br />internal controls. Mr. McDonald stated that at least one new GASB rule would <br />affect the 2011 audit and that Staff and ABDO, Eick & Meyers will be working <br />closely together in the next few months to ensure compliance with this new <br />requirement. <br /> <br /> <br />2.Mr. Jim VanHoudt, President, Twin Town Homes of Eagle Pass <br /> <br />Representatives from the Twin Town Homes of Eagle Pass Association were <br />present to discuss their request to have Council consider ownership <br />responsibilities of curb stops and reimbursement of associated expenditures <br />endured by them this winter due to a curb stop failure. <br /> <br />Discussion was had regarding other failures during the winter season and prior <br />seasons with the Public Works Director reporting that approximately 5 have failed <br />in 16 years. Council stated that several years prior they discussed this same issue <br />and they instituted an ordinance that addressed ownership of the curbstop. <br />Council also discussed alternative funding for these types of repairs similar to <br />insurance or a minimal fee added to resident’s utility bills to cover similar <br />situations throughout the community. <br /> <br /> <br />Motion by Mayor Wilharber, seconded by Council Member Fehbrenbacher <br />to reimburse the Twin Town Homes of Eagle Pass half of the expenditures <br />incurred for this failure, Not to Exceed $3,800. All in favor. Motion failed. <br /> <br />Discussion: Consensus of the Council was to treat this failure similarly to another <br />incident that happened and the City incurred the costs. <br /> <br />Page 3 of 7 <br /> <br />
