City of Centerville <br />Council Meeting Minutes <br />January 11, 2006 <br />City Administrator Larson explained that two lots were combined to create one lot and a <br />home was built but the easement on the property line was not vacated. <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso to close the <br />public hearing. All in favor. Motion carried unanimously. <br /> <br />Motion by Council Member Terway, seconded by Council Member Lee to approve <br />the request for easement vacation between Lots 4, and 5, Block 1, The Shores as <br />requested and per Res. #06-006. All in favor. Motion carried unanimously. <br /> <br /> <br />VII. NEW BUSINESS <br /> <br />1. Resolution #06-003 – Decertifying TIF District 1-4 <br /> <br />City Administrator Larson explained that following the tax increment there was a tax <br />abatement approved for Northern Forest Products and the tax increment is done and the <br />district can be decertified. <br /> <br />Motion by Council Member Lee, seconded by Council Member Lakso to approve <br />Resolution #06-003 as presented. All in favor. Motion carried unanimously. <br /> <br />2. Planning & Zoning Commission Referral of Proposed Ordinance Limiting <br />Residential Signage <br /> <br />Mayor Capra asked for clarification on the last few lines of the proposal concerning <br />location of signs for multiple housing. <br /> <br />City Administrator Larson explained that the intent would be to make it clear that the <br />sign is from one person not the opinion of all. <br /> <br />City Attorney Hoeft cautioned the City to be uniform in enforcement of the Ordinance. <br /> <br />Council Member Terway indicated that he is concerned about yards heavily decorated for <br />the Christmas season and he would not want to impact them. He then said this is <br />unfortunate but he understands the reason for doing this. <br /> <br />Council Member Lakso said it should be fine to do so. <br /> <br />Mayor Capra agrees with the recommendation of Planning and Zoning. <br /> <br />Council Member Lee supports the recommendation of the Commission. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to <br />approve the Planning Commission’s recommendation of proposed Ordinance <br />limiting residential signage. All in favor. Motion carried unanimously. <br />Page 3 of 7 <br />
