That said, City Staff <br /> (Mr. Palzer, Mr. Larson, and Mr. Jeziorski) recommend awarding the service to the I <br /> lowest bidder as they believe the bids were comparable and that the same outcome would <br /> be reached and at a lower cost. <br /> I <br />
