�i <br /> CITY OF CENTERVILLE <br /> CITY COUNCIL WORKSHOP <br /> WEDNESDAY, MARCH 18, 1998 <br /> Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br /> workshop on Wednesday, March 18, 1998 at 5:00 p.m. in the Council Chambers, 1880 Main <br /> Street. <br /> PRESENT: Mayor Wilharber <br /> Council Members: Theresa Brenner <br /> Mary Jo Helmbrecht <br /> ABSENT: Council Members: Laura Powers <br /> Sanna Buckbee <br /> STAFF: Jim March <br /> Paul Palzer <br /> ------------------------------------------------------------------------------------------------------------------ <br /> Mayor Wilharber called the workshop meeting to order at 5:00 P.M. <br /> Mr. David Nyberg gave a brief presentation on the proposed 21st Avenue project. The project <br /> would initially consist of paving 600 feet of roadway and installing storm sewer from Main Street <br /> south on 21st Avenue. The roadway would be centered down the corporate boundaries. <br /> Mr. David Ahrens indicated that constructing a road section just to the south boundary of the <br /> current Industrial Park would be fine with the City of Lino Lakes. Mr. Ahrens indicated Lino <br /> Lakes would just like to at least proceed past the entrance to Northern Lights Boulevard. <br /> Currently, Lino Lakes has all parcels except the Tschida property platted as an outlot. Mr. <br /> Nyberg mentioned that the joint powers agreement would be written so that future phases would <br /> only occur when both Cities have required right -of -way (ROW). Mr. Nyberg mentioned that he <br /> was presenting a draft developers agreement for the property owned by Gerald Rehbein. Mayor <br /> Wilharber questioned how would a developers agreement be enforced if Gerald Rehbein sold his <br /> property. Mayor Wilharber further questioned the Stevens property, since Gerald claims to own <br /> that property as well. Mr. Nyberg commented a report has been requested from Anoka County <br /> specifying the easements and encumbrances on the subject property. The developers agreement <br /> would be recorded against the property at Anoka County. Mr. Rehbein had asked if the City <br /> would be sending Herman Strehlow a letter stating his proposed assessment amounts. Mr. <br /> Rehbein felt that if Mr. Strehlow received such a letter he would have a better chance to acquire <br /> the property. <br />
