Discussion was initiated by Mr. March as to make sure future phases do not occur until cities <br /> obtain right of way on all affected property. The tentative date to approve plans is April 13, <br /> 1998. <br /> Mr. Ahrens asked about a future construction phase north of Main Street, Mr. Ahrens indicated <br /> he liked the wording about how the respective cities would have to acquire right of way prior to <br /> proceeding with any future phase. Mr. Nyberg commented that Centerville should not allow any <br /> business in the commercial area until we know how the access would work. <br /> Mr. Nyberg mentioned the requirement for acquiring right of way would also relate to how Cedar <br /> Street could be reconstructed. <br /> Mayor Wilharber asked if there was any significant value to the current road base. Mr. March <br /> commented the road is currently in very bad condition. The roadway has deteriorated to near <br /> non - existence. Any class 5 that could be salvaged would probably be contaminated with soil. <br /> This would be explored at the time of construction excavation. <br /> Dave Nyberg mentioned that any overhead costs should be negotiated between the respective <br /> cities. Mr. Nyberg indicated this item needs to be tightened up before the joint powers agreement <br /> is final. <br /> Mr. Arhens mentioned he will draft a memo with suggested cost splits, overhead costs and revised <br /> costs for only going 600 feet. Discussion occurred on the issues of overhead costs in regards to <br /> the billing process and the way the joint powers agreement is currently written specifying <br /> whichever city initiates the project then that City has to cash flow the overhead. <br /> Mr. Ahrens indicated that Lino Lakes will be setting a policy for charges outside of Lino Lakes <br /> for utility connections and billing rates. <br /> Interconnect agreement Mr. Arhens indicated that he is comfortable with allowing <br /> Centerville eight years to complete a new tower, an extension could be given by Lino Lakes based <br /> on the results of their Comprehensive Water Plan findings. Lino Lakes is expecting this plan to be <br /> completed in the fall of 1998. <br /> Sprinkling Ban Lino Lakes would like to have a joint policy on how the sprinkling ban <br /> could be jointly enforced. Mr. Palzer clarified the Centerville sprinkler policy. <br /> Mr. Nyberg distributed a cost estimate for 20th Avenue utility extensions and the watermain <br /> interconnect. <br /> 2 <br />
