CENTENNIAL FIRE DISTRICT <br /> JOINT POWERS AGREEMENT <br /> (g} To recommend disposal of capital equipment as here in after defined, and <br /> land. <br /> (h) To sell or lease any of its equipment other than capital equipment as may <br /> be deemed expedient. <br /> (i) To establish a yearly budget for fire protection services pertaining to the <br /> District, which budget shall require approval by the City Councils for each <br /> of the member municipalities, per Section VIII of this Agreement. <br /> (j) To act as agent for receipt, custody and disbursement of funds, gifts or <br /> other funds paid or given by the contracting municipalities in behalf of or <br /> for the use of the District. <br /> (k) To act as paying agent for any bonds, contracts of indebtedness and loans <br /> made in the names of the contracting municipalities for the benefit of the <br /> District, and to act a custodian of sinking funds created for or required by <br /> such indebtedness. <br /> (1) To cause an annual audit to be made of all its accounts, books, vouchers <br /> and funds. <br /> (m) To promulgate, establish and adopt suitable bylaws governing operations <br /> of the committee; said bylaws should be filed with the councils of the <br /> member cities and should be effective upon acceptance of each member <br /> municipality of this Agreement. If a municipality does not respond within <br /> 45 days from the date the bylaws were delivered to the municipality, the <br /> bylaws shall be deemed approved. <br /> (n) To continue a fire fighter relief association for the benefit of members of <br /> the fire department and to make such contribution to the fire department <br /> and to make such contribution to the fund of the firefighters relief <br /> association as are budgeted by the committee and unanimously approved <br /> by the city councils of the member municipalities. <br /> 42 Disbursements and Bonds. Except as designated in Section 23 all <br /> disbursements of the District shall be approved by the Committee at a <br /> regular or special meeting and be cosigned by two of the officers <br /> designated by the Committee. <br /> Officers authorized to make disbursement shall be bonded in an amount to be determined <br /> and approved by the Committee before entering into the performance of their duties. <br /> Page # 5 <br />
